2. To execute the following works:

A diversion of the navigable channel of the River Tivy, commencing opposite Bryndu Point, and terminating by a junction with the said channel at a point about 250 yards south-east from Sandy Point.

A training wali commencing at or near high-water mark at Pwll Castell Point, on the eastern side of the River Tivy, thence proceeding in a northerly direction along the course of the river for about 2,180 yards, and terminating at a point about 250 yards south-east of Sandy Point.

A training wall about 330 yards long on the western side of the River Tivy, and lying eastward of, and nearly opposite to, the public-house known as the Webley Arms, Popit, on the western side of Pwllcam Reach.

The deepening and improving the channel of the River Tivy and the bed of the sea at its entrance, between the outside of the bar at the mouth of the river and Cardigan Town Bridge.

3. To transfer to the Commissioners certain powers over the harbour now vested in the Corporation of Cardigan.

4. To levy rates.

5. To borrow 5,000 l.

6. To be constituted a pilotage authority.

The estimated cost of the proposed works is 3,800 l.

Objections to this application have been received from--

Six hundred and forty-one farmers, fishermen, and other persons interested in the estuary of the River Tivy, and

Mr. Brenchley.

The objections are to the effect that the proposed works will injure the navigation and impose dues on shipping, without conferring corresponding benefit; will destroy the existing anchorage and landing facilities in Pwllcam Reach; and will injure, if not destroy, the valuable salmon fishery carried on between the village of St. Dogmells and the sea.

The Promoters have joined issue with the objectors on all points.

This application is still under consideration.

4. CARNLOUGH.

The Promoters are the Marquis of Londonderry and the Duke of Marlborough, who are the undertakers for carrying "The Carnlough Harbour Order, 1875,” into execution.

They represent that before and since obtaining the Order of 1875 they have expended sums, amounting in the aggregate to 4,000 l., on harbour works, and that the revenue is totally insufficient either to allow of the repayment of this outlay or to meet the expenditure necessary for maintaining the harbour.

They now apply for power to levy additional rates.

No objections have been received to this application, and the Board of Trade propose to proceed with the Order.

5. EYEMOUTH.

The Promoters are the Eyemouth Harbour Trustees, acting under the Local Act 2 Vict. cap. xxxvi and the "Eyemouth Harbour Order, 1874." They apply for powers

1. To constitute the superior of the barony or town of Eyemouth, his commissioner or factor for the time being, and the chief magistrate of Eyemouth for the time being, additional trustees.

2. To execute the following works:

A pier or breakwater, to be called the New East Pier, commencing at a point on and about 33 yards from the eastern end of the existing east pier, and extending seawards in a northerly direction for about 140 yards.

A pier or breakwater, to be called the New West Pier, commencing at a point about 73 yards south-east of the old barracks, and extending seawards in an easterly direction for about 340 yards.

A pier, to be called the Middle Pier, commencing at a point about 180 yards south-east of the old barracks; thence proceeding in an easterly direction, but canting towards the south for about 220 yards, and terminating at about 43 yards west of the western end of the existing east pier.

A jetty, commencing at a point about 116 yards west of the Royal Hotel, and extending in a northerly direction for about 70 yards.

An extension of the existing inner harbour, to be called the New Inner Harbour, by the construction of a pier or jetty, commencing about three yards north-west of the junction of the existing weir across the River Eye and the inner harbour jetty, proceeding up the River Eye in a south-westerly direction for about 194 yards, thence in a westerly direction for about 46 yards, and terminating on the present quay wall at about 53 yards north-east of the wooden foot bridge over the river, together with an entrance to the New Inner Harbour, to be formed by removing part of the existing jetty at the south-west end of the existing inner harbour, and an entrance or connection between the New Inner Harbour and the River Eye at the south-west end of the former.

The removal of the existing weir across the River Eye in the harbour, and the erection of a new weir about 183 yards higher up the river.

The deepening, dredging, and removal of rocks from the existing and proposed new harbours.

3. To take stone and other materials for harbour works from neighbouring waste or common lands.

4. To levy rates.

5. To borrow 85,000 l.

6. To be constituted a pilotage and local authority.

The estimated cost of the proposed works is 81,974 l.

No objections have been received to this application, and the Board of Trade propose, subject to certain modifications, to proceed with the Order.

6. GREENOCK.

6. GREENOCK.

The Promoters are the Trustees of the Port and Harbours of Greenock, acting under the Local Harbour Acts of 1866, 1867, 1872, and 1880. They apply for a Provisional Order for the following objects ;—

1. To execute the following works:

An extension of the river embankment No. 6, authorised by the
Greenock Harbour Act, 1880, in an east-south-easterly direc-
tion for about 435 yards along the Ladyburn Bank and River
Clyde, and terminating in a circular pier head about 166 yards
north-north-west of the north-west corner of the boundary
wall of the Greenock Corporation Gasworks at Inch Green.
An extension of the embankment No. 5, authorised by the
Greenock Harbour Act, 1880, proceeding in an east-south-
easterly direction for about 435 yards, thence in an easterly
direction for about 38 yards, thence in a north-north-easterly
direction for about 130 yards, and terminating about 90 yards
north-west of the north-west corner of the boundary wall of
the said Corporation Gasworks.

A wharf or quay, commencing at the end of the proposed work
last above described, proceeding in a west-north-westerly
direction for about 18 yards, thence in an east-north-easterly
direction for about 190 yards, thence in a south-south-westerly
direction for about 18 yards, and terminating about 122 yards
north-east of the north-west corner of the boundary wall of
the said Corporation Gasworks.

A river embankment, commencing at the termination of the above wharf or quay, proceeding in an east-south-easterly direction for about 147 yards, and terminating at or near the westward end of the pier or jetty at Inch Green, authorised by the Greenock Harbour Act, 1880.

2. To impose certain conditions upon the Promoters and the Trustees of the Clyde Lighthouses with respect to the major portion of the works for which powers are now sought, and the mode of their construction.

3. To be relieved from obligations in respect of dredging the Clyde, eastward of Ladyburn, imposed by Sections 17 to 20 of the Greenock Harbour Act, 1880.

4. To levy rates, and to charge rates on steam vessels otherwise than according to their register tonnage.

The estimated cost of the proposed works is 27,221 l.

Objections to this application have been received from

The Marine Investment Company (Limited) and Liquidators;

Mr. W. Watson;

The Clyde Pottery Company;

The Trustees of Mr. and Mrs. Foster, and of Mr. and Mrs. Blyth;
Mr. John Fullerton; and

Messrs. Somerville & Co.,

who are interested in property abutting on the River Clyde; and also from

Certain Steamship Owners in Scotland, and

The Steamship Owners' Association.

The objections are to the effect that the proposed works will intercept access to the river of great value to frontagers; that the repeal of the obligation to dredge to the east of Ladyburn, at present imposed upon the Promoters, would

inflict grave injury on frontagers; that the proposal to levy rates on steam vessels otherwise than according to their register tonnage, is objectionable in principle, and that the present constitution of the Harbour Trust is unsatisfactory, and should be remodelled before any new rating powers are conferred on the Trustees.

Several of the objectors have withdrawn their opposition, and the application is still under the consideration of the Board of Trade.

7. HOLYWOOD (DOWN).

The Promoters are A. Young, Esq., and J. Ray, Esq., who apply for

powers

1. To repair and maintain the pier and works constructed under the provisions of "The Holywood Pier and Quay Order, 1864," and to construct additional quays, landing places, &c.

2. To dredge and deepen the channels and approaches to the pier as far as to the deep water channel of Belfast Lough.

3. To be constituted a harbour authority within a limit of 300 yards from the pier and works.

4. To levy rates.

The Belfast Harbour Commissioners have raised objection to this application on the grounds that it is in competition with their own undertaking, and seeks to abridge the jurisdiction, as a harbour authority, conferred on them by Act of Parliament, and that the powers applied for as regards dredging would enable the Promoters to interfere with a deep water channel, with a view of making which the Harbour Commissioners are at present promoting a Bill in Parliament.

The Promoters have replied to the effect that the various powers sought are essential to the proper management of their undertaking.

The application is still under consideration.

8. JOHNSHAVEN.

The Promoter is Hercules Scott, Esq., who is the Undertaker for carrying "The Johnshaven Harbour Order, 1871," into execution, and who applies for powers

1. To construct the following works:

A breakwater or pier commencing at the seaward end of the existing west jetty, proceeding in a westerly direction for about 96 yards, thence in a northerly direction for about 30 yards, and terminating about eight yards south of the house occupied by George Scott.

A quay commencing at the termination of the above work, proceeding in a north-easterly direction for about 94 yards, and terminating near the shoreward end of the existing west jetty. A quay commencing at the termination of the above quay, proceeding in a southerly direction for about 20 yards, and terminating by a junction with the existing west jetty.

An excavation of the space enclosed within the above proposed works and the existing west jetty, so as to form an inner basin or harbour.

An opening, about 12 yards wide, in the existing west jetty, to afford an entrance to the proposed inner basin or harbour.

2. To levy rates upon issue of a certificate by an officer, appointed by the Board of Trade, that the works have been so far completed as to afford increased accommodation.

3. To borrow 7,000 l.

4. To be constituted a pilotage and local authority over an extended

area.

The estimated cost of the proposed works is 3,400 l.

No objections have been received to this application, and the Board of Trade propose, subject to certain modifications, to proceed with the Order.

9. KETTLETOFT (SANDAY, ORKNEY).

The Promoters are the Orkney Steam Navigation Company, Limited, who apply for powers—

1. To purchase the existing pier from the Road Committee of the district of Sanday.

2. To extend the said pier seaward in an easterly direction for a distance of about 200 feet.

3. To levy rates.

4. To borrow 3,000 l.

5 To be constituted a pilotage and local authority.

The estimated cost of the proposed works is 3,000 l.

No objections have been received to this application, and the Board of Trade propose, subject to certain modifications, to proceed with the Order.

10. PENMAENMAWR.

The Promoters are the Penmaenmawr Pier Company, Limited, who apply for

powers

1. To construct a pier commencing at a point about 150 yards northeast of Mrs. Macdonald's Bathing House, and extending seaward in a north-westerly direction for about 400 yards.

2. To levy rates.

The estimated cost of the proposed works is 7,166 l.

The London and North Western Railway Company have objected to this application as involving interference with their railway and the sea wall protecting it.

Subject to the insertion of a saving clause to meet the views of the Railway Company, the Board of Trade propose to proceed with the Order.

11. PLYMOUTH.

By "The Plymouth Pier Order, 1878," the Promoters, the Plymouth Pier Company, Limited, were authorised to construct a pier commencing on the Hoe at Plymouth, and extending seaward for a distance of not exceeding 500 feet from high water, with all proper works, and to levy rates for the use of the same.

The pier and works have not been completed within the period of three years prescribed by the Order, and the powers conferred by the Order have practically lapsed.

The Promoters now apply for a revival of the powers conferred by the Order of 1878, and for an extension of the time for completing the works until the expiration of one year from the confirmation by Parliament of the proposed Order.

The Town Council of Plymouth have raised objection to this application on the grounds that the Promotes are without adequate means, and that consequently there is no sufficient guarantee for the satisfactory prosecution of the undertaking.

To this objection no sufficient reply has as yet been received.
