Side 47 - No portion of the sums of money heretofore appropriated by the Common Council, or which may hereafter be appropriated by them, for any specified objects or purposes, whether said moneys were raised or to be hereafter raised by taxation, or received from other sources, shall be expended for or applied to any other objects or purposes than those specifically named and provided for in such appropriations.
