province in which said municipalities are situated, in support of their claims to jurisdiction. At the expiration of this period the Board shall consider the evidence, if any, and shall assign the places or barrios in dispute to the municipality or municipalities which last exercised legal jurisdiction over them under the Spanish Government; or in default of satisfactory evidence on this point, the Board shall assign them respectively to the municipality or municipalities chosen by a majority of the qualified electors resident in each of said places or barrios. The Board shall determine and its president shall seasonably announce to those interested the time, place and method of ascertaining the will of the majority of the electors; but if there be no such electors, or if such electors be equally divided in their preferences, the Board shall make assignment of said places or barrios to such municipality or municipalities as in its judgment will best conserve the interests of all concerned. Where the places or barrios in dispute are claimed by municipalities situated in different provinces, the provincial boards of the provinces concerned shall come to an agreement if possible, but, in the event of their failing to agree, an appeal shall be had to the Civil Governor whose decision shall be final." SEC. 2. Paragraph (e) of section 1 of Act No. 303 is hereby amended by striking out the words beginning with "upon" in the second line and ending with "moneys" in the fifth line, and inserting in lieu "in thereof the following words: "Upon the election of a new president and vice-president an accounting shall be had between the incoming and the outgoing municipal officers, and each of the latter shall turn over to his successor in office all municipal books, records, accounts, and moneys in his possession." By authority of the President of the United States, be it enacted by the United States Philippine Commission, that: SECTION 1. The first day of each week, commonly called Sunday, the first day of January, the twenty-second of February, Thursday and Friday of what is commonly called Holy Week, the fourth of July, the thirteenth of August, Thanksgiving Day, the twenty-fifth of December and the thirtieth of December shall be public holidays, and shall not be legally recognized as days for presenting for payment or acceptance, for the maturity and protest and for giving notice of the dishonor of bills of exchange, bank-checks, and promissory notes, or other commercial or negotiable paper; and all notes, drafts, checks, or other commercial or negotiable paper falling due or maturing on any of said public holidays shall be deemed as having matured on the day previous: Provided, that in the case of notes, drafts, checks, or other commercial or negotiable paper falling due or maturing on any public holiday when the preceding day is also a public holiday, the same shall be deemed as having matured on the last preceding day which is not a public holiday. SEC. 2. Whenever the first day of January, the twenty-second of February, the fourth of July, the thirteenth of August, the twentyfifth of December or the thirtieth of December shall fall on the first day of the week, commonly called Sunday, then and in such event the day next succeeding shall be a public holiday in the Philippine Islands, and shall not be legally recognized as a day for presenting for payment or acceptance, for the maturity and protest and giving notice of the dishonor of bills of exchange, bank-checks, and promissory notes or other commercial or negotiable paper; and all notes, drafts, checks, or other commercial or negotiable paper falling due or maturing on such public holiday shall be deemed as having matured on the previous Saturday. [No. 347.] AN ACT declaring barrios of Igang, Kul-la-labó, Bulinaw, Nasi-lannan, Kanyogan, Wawang, Bankó, Tal-lak, Agug, Log and Taranka, now a part of the municipality of Kabagan Nuevo, province of Isabela, to be a new municipality under the name of Santo Tomás. By authority of the President of the United States, be it enacted by the United States Philippine Commission, that: SECTION 1. The barrios of Igan, Kul-la-labó, Bulinaw, Nasi-lannan, Kanyogan, Wawang, Bankó, Tal-lak, Agug, Log and Taranka, now forming a part of the municipality of Kabagan Nuevo, province of Isabela, are hereby separated from said municipality, and shall be organized under the Municipal Code into a new municipality under the name of Santo Tomás. The Provincial Supervisor of Isabela shall survey at once the new municipality, in order to establish in a definite and precise manner the boundary lines which separate it from the adjacent municipalities, and shall report to the Provincial Board the results of such survey. After the Provincial Supervisor has established the boundary lines of the municipality and has reported to the Provincial Board, a municipal election shall be held in such municipality in accordance with the provisions of articles 91, 92, 93, and 94 of the Municipal Code. SEC. 2. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section 2 of "An Act Prescribing the Order of Procedure by the Commission in the Enactment of Laws," passed September 26, 1900. Whereas, Honorato Quisumbing, Presidente of the town of Los Baños, province of Laguna, was murdered because of his loyalty to the United States and his assistance to the military authorities; and his untimely death leaves his wife and seven small children in needy circumstances; The sum of fifteen hundred dollars ($1,500), in local currency, is hereby appropriated out of any money in the Insular Treasury, not otherwise appropriated, to be paid, in the discretion of the Civil Governor, either to the widow of Honorato Quisumbing or to the Commanding Officer of the District to be held and expended by him for her benefit.
