【HROUGHOUT these articles appearing under the above heading, so little has been said in favour of the present administration of the Civil Service that it seems necessary, before closing, to remind readers that a comprehensive review of the work of the Public Service Board has not been attempted-could hardly, in fact, have been included within the limits to which it has been our object to confine these remarks—and to warn them against the assumption that, since little has been said in commendation, there is, therefore, little to commend.
