Results of Freight Embargo Investigation.

As a result of the board's investigation of the freight embargo, William F. Garcelon, representing the Arkwright Club, and a committee of five men appearing in the interests of various large industries of the state, urged the board Feb. 8 to be represented at the interstate commerce commission meeting in Boston Feb. 18 to be recorded as in favor of a continuance of the present system of joint ownership of the Sound line steamers and the New Haven road. The interstate commerce commission is the only power which can allow the continuance advocated.

The speakers included George L. Graham of the Association of Woolen Manufacturers, C. B. Baldwin of the United Shoe Machinery Company, Arthur S. Rice of the Lawrence Company, Ipswich mills, Pacific mills, Merrimac Manufacturing Company, Boston Manufacturing Company, Salmon Falls Manufacturing Company, Whittendon Manufacturing Company; C. H. Tiffany of the New England Paper and Pulp Traffic Association and Thomas F. Anderson of the Shoe and Leather Exchange. One of the speakers asserted that business representing $60,000,000 invested capital is paralyzed because transportation is bought up for the munition carrying trade.

Hearings on Proposed Foundry Regulations.

The foundry committee, which has been working for some months in the preparation of sanitary rules and regulations for foundries, reported to the board Feb. 8. The committee consists of Walter C. Fish of the General Electric Company, Lynn; R. D. Reed of H. B. Smith Company, Westfield; Frank Williams of Crompton-Knowles Company, Worcester; Richard E. Warner of the Warner Stove Company, Taunton; also John R. O'Leary of Worcester, Eugene L. Murphy of Norwood, James A. Loveday of Pittsfield and William John of Boston, representing the International Moulders' Union. Hearings will be held on the proposed rules at Springfield, March 2; Worcester, March 9, and Boston, March 16.

CONCILIATION AND ARBITRATION

Joint Application for Arbitration of a Controversy Between Bay State Corset Company of Springfield and Employes. Award Dated Feb. 3, 1916.

Having considered said application and heard the parties by their duly authorized representatives, investigated the character of the work and the conditions under which it is performed, which is the subject matter of the controversy, and considered reports of expert assistants nominated by the parties, the board awards that there be no change in the prices paid by the Bay State Corset Company of Springfield for ironing in the laundry department, as the work is there performed; except that 62 cents per dozen be paid for ironing corsets selling to the trade for $2.75 to $4.25 (inclusive) per dozen. Cordage Company.

The board recommends that the striking employes of the Plymouth Cordage Company return to their former positions as soon as opportunity of employment is afforded them and that the employer receive them back without prejudice or discrimination, to the end that both parties may legally go forward with an arbitration to determine what is a fair wage for performing the work required in the various departments of the industry.

The employer is willing to join with you in an arbitration. By resuming your former positions you can then become a party to an arbitration as provided by law.

It is understood by both parties and the state board that any increase in wage resulting from the arbitration shall date from the time the employes affected returned to work.

The state board will proceed with the arbitration as soon as it is notified by your attorney or representatives that normal working relations have been resumed. By the board,

MINIMUM WAGE COMMISSION

Announcement of Compliance by Retail Store Proprietors Throughout the State, with Decree Fixing Minimum Scale for Female Employes, Effective Jan. 1, 1916.

The Massachusetts minimum wage commission makes public the following list of proprietors of retail stores who have notified the commission of their acceptance of the recommendations of the minimum wage scale for female employes. It will be seen that this list includes almost all of the larger department stores throughout this state. In addition the commission has been informed unofficially that a number of other stores have complied with the decree, but owing to the lack of formal notification, their names cannot be given out. Because of the great expense involved the commission has been unable to circularize the large number of small stores throughout the state, but notice of the decree has been given in all sections of the state through newspaper advertisement.
