From U.S. No. 1, we propose to use Odell Road and the Old Baltimore Pike to reach the landfill. This photo shows the relationship of our proposed landfill site to the surrounding community. You can see that this is not near any existing residential areas except along Odell Road south of the land-fill site. The hauling trucks would enter and leave from the north side of the site and the whole landfill operation would be effectively screened by existing trees around the perimeter of the site. You will note that the route as laid out is not the most direct route. It is not a route along Kenilworth and up Kenilworth Avenue, nor is it a route along Route 1. The route has been very carefully selected to avoid going through the built-up or suburban areas of Maryland and to keep these trucks on the interstate routes, so it would be minimum interference.

We might also show the aerial photo of the Muirkirk site. You will note that the proposed land-fill area adjoins the old Washington-Baltimore Pike on the west and the northwest side and then it is joined on the north and northeast side essentially by Federal property. It is also bounded by Federal property on the south and southwest side and it is bounded on the lower east-southeast by some Federal propertly and by undeveloped private property on the southwest.

The next is a blowup of the site.

Senator TYDINGS. That is a rather old photograph, isn't it?

General MATHE. The photograph we were just looking at was a 1964 photograph of the site, Senator Tydings. This is a blown-up drawing of the site and it gives you a picture as to how we would propose to develop the site. This is essentially the area we would choose to develop and use. We would retain a screen around the side of the site so as to

protect or isolate the site from any of the neighbors. We could-we particularly, of course, are conscious of the residential area along Odell Road which has four or five houses along this sector which would be the closest residential property to the site.

This chart shows the portion of the site to be used for a land fill. We estimate some 70 acres can be used for the land fill and still be effectively screened from any of the surrounding properties by the existing trees. Using special compacting equipment to compress the trash into layers and using earthmoving equipment to provide cover, we propose to conduct this land-fill operation in a manner which would preclude the development of any of the nuisances commonly associated with a trash dump.

These pictures are similar to pictures shown earlier by Mr. Bowerman showing the kind of operation which would be involved in the sanitary land fill, and uses when completed.

Senator TYDINGS. I gather that any sanitary landfill that you would operate would be operated in the same type of procedure that the Los Angeles County uses. In other words, I understand that you would do it properly, that you would water it down, take the same

precautions and employ the same modern techniques that they use out there.

General MATHE. Yes, sir, indeed, sir. We are very much interested in setting up this sanitary landfill in a manner that would be a credit not only to the District, but the entire metropolitan area, recognizing the problem that this is a metropolitan area. We think getting this first site started, ought to be done in such a way that people can really get an appropriate appreciation of how these sites can be operated and how this trash disposal can be appropriately operated..
