ORDERING A SPECIAL ELECTION TO FILL VACANCY IN OFFICE OF REPRESENTATIVE IN CONGRESS, TWENTY-FIRST CONGRESSIONAL DISTRICT

STATE OF NEW YORK-EXECUTIVE CHAMBER.

WHEREAS, a vacancy exists in the office of Representative in Congress for the Twenty-first Congressional District of the State of New York, caused by the resignation of Murray Hulbert, Representative in Congress from said District;

Now, THEREPORE, I, CHARLES S. WHITMAN, Governor of the State of New York, pursuant to the provisions of Section 2 of Article I of the Constitution of the

United States and of Section 292 of Chapter 22 of the Laws of 1909, as amended by Chapter 891 of the Laws of 1911, known as the election law, do hereby order and proclaim that an election for a Representative in the Sixty-fifth Congress of the United States for the Twenty-first Congressional District of the State of New York in the place, and for the unexpired term of the said Murray Hulbert, be held in the said Twentyfirst Congressional District, on Tuesday, the fifth day of March, nineteen hundred and eighteen, such election to be conducted in the manner prescribed by law for the election of Representatives in Congress at general elections.

Now, THEREFORE, I, CHARLES S. CALLING UPON MECHANICS AND ARTISANS TO SPEED THE SHIPBUILDING PROGRAM BY ENROLLING IN THE UNITED STATES SHIPYARD VOLUNTEERS OF THE PUBLIC SERVICE RESERVE

STATE OF NEW YORK-EXECUTIVE CHAMBER.

In this, our great national crisis, the vital need of the hour is ships, and the increase of facilities for transporting the great stores of supplies and food to our Allies and to our men in France, so as to enable this country to place on the battle line of the west front a fighting force worthy of the nation, and one that will be effective in bringing the world war to a speedy and successful issue.

The United States Shipping Board, the Department of Labor and the several State Defense Councils have undertaken to enroll 250,000 artisans and skilled mechanics for service in the shipyards. Those who patriotically respond to this call will be enrolled in the United States Shipyard Volunteers of the Public Service Reserve. To raise effectively this great industrial army, so necessary to the successful prosecution of the United States shipping program, it is essential that this movement receive the unselfish and patriotic response of those among our workmen who can render effective service.

NOW, THEREFORE, I, CHARLES S. WHITMAN, Governor of the State of New York, do hereby call upon all mechanics and artisans skilled in the mechanical trades necessary and requisite for the ship building program to cooperate in the campaign for enrolling the United States Shipyard Volunteers of the Public Service Reserve. In this manner they will perform a patriotic service of vital necessity to the government.

Enrollment in the volunteers does not call for immediate service, but men will be called from the enrollment to take their places in the ranks of the ship builders as rapidly as their services are required and with the least possible disturbance to manufacturing and industrial conditions.

The National Government, in its hour of need, calls for this service. The response of the people of New York to every call of the government in the war has been splendid.

It is my earnest hope that our people will give a ready and whole-hearted response to this call."

CALLING UPON BOYS TO ENROLL IN THE NEW YORK STATE BOYS WORKING RESERVE FOR WORK ON THE FARMS
