Field contracts exclude contracts and orders between $500 and $5,000 for delivery by dealer "off-the-shelf," as well as sundry purchase orders of less than $500 without written proposals.

The Maritime figures include facility (as well as supply) contracts made with shipyards. Prior to August, no prime contracts under $10,000 were included by the Maritime Commission; the August figures, however, do include contracts under $10,000 made with shipyards.

SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation in the amount of $1,902,800 for the Department of Agriculture for the fiscal year 1945, in the form of an amendment to the Budget for said fiscal year.

The details of this estimate, the necessity therefor, and the reason for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to transmit herewith for your consideration a supplemental estimate of appropriation in the amount of $1,902,800 for the Department of Agriculture for the fiscal year 1945, in the form of an amendment to the Budget for said fiscal year, as follows:

COMMODITY CREDIT CORPORATION

On page 306 of the Budget, column 1, under the appropriation "Salaries and administrative expenses," increase the amount in italics, line 2, from $5,760,526 to $7,663,326.-. (increase) $1,902, 800 The War Food Administration initiated, on October 1, 1943, a program under which the Commodity Credit Corporation makes payments to dairy producers to offset the increased cost of feed and to assure producers an adequate return for their milk.

For many years the average price the producer received for a pound of milk would have purchased about 14 pounds of feed. Whenever this price relationship has changed, production has been affected. When the price of milk rises above this average, there is usually a tendency for production to be expanded. When the price of feed rises above this average, there is usually a tendency for dairy production to contract. Labor costs and other production costs also influence the total production of milk. Under the emergency conditions existing in wartime, it is extremely difficult, if not impossible, to maintain all these factors in the same relationship to each other that would prevail under normal conditions. The problem, then, is to assure farmers returns per pound of milk and butterfat sold commensurate with the cost of production, in order to maintain dairy production at the highest possible level.

The requirements of the armed forces, the civilian population, and our allies for milk, butter, cheese, and other dairy products are so great that even the most optimistic estimate of the maximum production of milk that this country might reasonably be expected to produce during the coming year will be less than the production that might be desired to meet these requirements. It is essential that every possible action be taken to maintain and, if possible, to increase production of milk.

Administrative expenses in connection with the making of payments to producers for milk marketed during the period from October 1, 1943, to April 30, 1944, have been and are being paid from allocations from the emergency fund for the President. Administrative expenses necessary for the fiscal year 1945 are estimated at $1,902,800, to cover the making of payments to producers for milk marketed during the period from May 1, 1944, to March 31, 1945.

The foregoing supplemental estimate of appropriation is made necessary by reason of contingencies which have arisen since the transmission of the Budget for the fiscal year 1945. I recommend that it be transmitted to Congress.
