BOOKS FOR THE ADULT BLIND

For an additional sum to enable the Librarian of Congress to carry out the provisions of the Act entitled "An act to provide books for the adult blind," approved March 3, 1931 (2 U. S. C. 135a), as amended, fiscal year 1945, $130,000, no part of which shall be available for payments for personal services or traveling expenses..

This being an estimate for the legislative branch, I make no observation regarding its necessity.

SIR: I have the honor to transmit herewith a supplemental estimate for the legislative establishment, Library of Congress, for the fiscal year 1945 as follows:

BOOKS FOR THE ADULT BLIND

For an additional sum to enable the Librarian of Congress to carry out the provisions of the Act entitled "An Act to provide books for the adult blind," approved March 3, 1931 (2 U. S. C. 1359), as amended, fiscal year, 1945, $130,000, no part of which shall be available for payments for personal services or traveling expenses.

EXPLANATION

This additional sum is requested pursuant to the authorization contained in the act to amend section 1 of the act entitled "An act to provide books for the adult blind," approved March 3, 1931, as amended, which passed the Senate on May 25, 1944, and the House of Representatives on June 5, 1944. The act, approved June 1944, authorizing the increase in the annual appropriation from $370,000 to $500,000 is as follows:

* * * section 1 of the Act entitled "An Act to provide books for the adult blind," approved March 3, 1931, as amended, is amended to read as follows: "That there is hereby authorized to be appropriated annually to the Library of Congress, in addition to appropriations otherwise made to said Library, the sum of $500,000, which sum shall be expended under the direction of the Librarian of Congress to provide books published either in raised characters, on soundreproduction records, or in any other form for the use of the adult blind residents of the United States, including the several States, Territories, insular possessions, and the District of Columbia: Provided, That of said annual appropriation of $500,000, not exceeding $100,000 thereof shall be expended for books in raised characters, and not exceeding $400,000 thereof shall be expended for soundreproduction records and for the maintenance and replacement of the Government-owned reproducers for sound-reproduction records for the blind. In the purchase of such books, the Librarian of Congress, without refrrence to section 3709 of the Revised Statutes (U. S. C., 1934 edition, title 41, sec. 5), shall give preference to non-profit-making institutions or agencies whose activities are primarily concerned with the blind in all cases where the prices or bids submitted by such institutions or agencies are, by said Librarian, under all the circumstances and needs involved, determined to be fair and reasonable.

"SEC. 2. This Act shall be applicable with respect to the fiscal year ending June 30, 1945, and for each fiscal year thereafter.'

SIR: I have the honor to transmit herewith for the consideration of Congress a draft of a proposed provision relating to existing appropriations for the Veterans' Administration for the fiscal year 1944.

The details of the draft of the proposed provision, the necessity therefor, and the reason for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur. Respectfully,

SIR: I have the honor to submit herewith for your consideration a draft of proposed provision pertaining to appropriations for the Veterans' Administration, contained in title I of the Independent Offices Appropriation Act, fiscal year 1944, as follows:

The appropriation for Administration, Medical, Hospital, and Domiciliary Services for the Veterans' Administration, fiscal year 1944, shall be available for not to exceed $1,660,440 for traveling expenses.

The proposed provision is necessary to meet the increased requirements for travel of veterans of the present war in connection with examinations required for expediting their claims for pensions and vocational rehabilitation. It increases by $75,000 the present limitation on travel of $1,585,440 established in section 105 of the Independent Offices Appropriation Act, 1944.

The foregoing draft of a proposed provision is required to meet a contingency which has arisen since the transmission of the Budget for 1944, and its approval is recommended.
