(b) any such books of general circulation hereafter purchased shall be selected from books not containing political argument or political propaganda of any kind designed or calculated to affect the result of any election for the Federal offices abovementioned; and

(c) such motion-picture films, radio broadcasts or rebroadcasts, and servicemen's magazines or newspapers, sponsored or paid for by the Government, shall be nonpartisan and nonpolitical: Provided, That this subparagraph shall not prohibit or curtail impartial coverage or presentation, as news or information, of public events, and persons in public life: And provided further, That if in any issue or presentation space or time is allotted to editorials, columns, or other argumentative matter supporting a political party which has a candidate for President in at least six States in the current Presidential election, an equal amount of space or time shall be allotted in the same issue or presentation to similar matter concerning each such other political party.

"(3) Nothing in this section shall prevent the sending of any letter, communication, magazine, newspaper, or other literature by any individual, corporation (other than a Government-owned or Government-controlled corporation), or political committee to any member of the armed forces, addressed personally to such member of the armed forces, and paid for by him, or by the individual, corporation, or committee sending the same.

"SEC. 23. It shall be unlawful for any censor or other member of the executive branch of the United States Government to remove from any letter or communication addressed to an individual member of the armed forces political literature or political arguments or other matter sent to such individual member of the armed forces by any individual, corporation, or political committee, unless such literature or other matter contains information which may be of value to the enemy in their prosecution of the war.

"SEC. 24. Any person who violates the provisions of section 22 or section 23 hereof either within or outside of the United States shall upon conviction thereof be fined not more than $1,000 or imprisoned for not more than one year, or both.'"

And the Senate agree to the same.

Amend the title so as to read: "An Act to facilitate voting, in time of war, by members of the land and naval forces, members of the merchant marine, and others, absent from the place of their residence, and to amend the Act of September 16, 1942, and for other purposes.'

SIR: I have the honor to transmit herewith a supplemental estimate of appropriation in the amount of $4,500 for the Post Office Department for the fiscal year ending June 30, 1944.

The details of this estimate, the necessity therefor, and the reasons for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation for the Post Office Department for the fiscal year ending June 30, 1944, as follows:

POST OFFICE DEPARTMENT

(Out of the postal revenues)

For an additional amount, fiscal year 1944, for Contingent and Miscellaneous Expenses for the Post Office Department, including the objects specified under this head in the Post Office Department Appropriation Act, 1944

$4,500

Prior to the first quarter of the calendar year 1943 the General Accounting Office calculated and tabulated for the Post Office Department the gross postal receipts of all post offices. This work is essential as it is the means of fixing salaries of postmasters as required by law. Under date of May 28, 1943, the General Accounting Office advised the Postmaster General that it would be necessary for the Post Office Department to take over the calculation and tabulation of postal revenue, as it would be discontinued by that agency.

The Post Office Department took over this work but due to the lack of manpower and the time element, it being essential to have data on which to adjust salaries for the fiscal year beginning July 1, 1944, as required by law, negotiations were entered into by the Postmaster General with the Bureau of the Census to compile a part of the data. As no funds were included in the 1944 appropriation for the Post Office Department to perform the work previously done by the General Accounting Office, this estimate of appropriation is necessary to provide funds with which to reimburse the Bureau of the Census.

The estimate of appropriation is required to meet a contingency which has arisen since the transmission of the Budget for the fiscal year 1944. I recommend that it be transmitted to Congress.
