6. A sufficient examination should be made and enough soundings taken to develop a rational plan and an estimate of the cost of the treatment of this outlet. The appropriation of $2,000 will probably not cover the cost of all that ought to be done. We believe, however, that the plan should be fully developed and adopted and that the money available should be expended on these parts which promise to give immediate results, leaving other parts to be completed under further appropriations.

Committee for Improvement of Brightman's Pond Breachway:

GENTLEMEN:-I report herein the progress of work on the opening of the breachway of Brightman's pond. Subsequent to the report submitted by your committee made at the June meeting of the Commissioners, plans and a contract were prepared for this work. At your meeting August 6, 1907, the Commissioners on recommendation of your committee in charge of this work awarded the contract for its execution to Dailey Bros. of Providence.

The plans made included the cutting of a ditch which should give a depth of six feet at ordinary low tide with a width of three feet on the bottom at ordinary low tide. Also the plans contemplated setting brush groynes on each side of this ditch so as to allow the tide to cut out a ditch fifty feet wide. Previous to the adoption of this plan the matter was discussed with some thoroughness by the committee, with citizens and with the Commissioners at their regular sessions, with the result that it was the judgment of all interested that the work should be done along the lines laid out so that whatever was accomplished should be a part of a permanent improvement. It was fully realized that the amount of the appropriation was not sufficient to open the channel the entire length.

The principal obstruction to be removed is the sand bar at the head of the breachway. In doing the work the groynes were first set to cover the ditch to be cut through this bar. Posts were set for eighteen groynes of varying lengths, according to the plans, making a total length of 1,200 feet of groynes. Brush was put into fifteen of these making 1,025 lineal feet of completed groynes. The sand-bar at the head of the breachway required about 1,230 feet of ditch to reach

through it. Three hundred and fifty feet of this ditch has been opened, leaving 880 feet to be cut.

It was necessary to make considerable outlay in preparation for the work, which outlay would be the same for the whole work as for doing the part permitted under the appropriation. The float which was built for carrying this machinery is tied up in the pond and is available for carrying on the work in case it is desired to proceed next year.

The work was started by Dailey Bros. August 26, and stopped for want of funds to continue October 16. The work already done shows evidence that the plan, when fully carried out, will be effective and that the result will be what is desired.

To complete this work will require 2,400 feet of groynes to be built and 2,500 feet of ditch to be cut. In addition to this a small breakwater is necessary on the beach.

To do this work I estimate the following sum will be necessary:

The prices stated in this estimate are a little lower than the cost of the work already done. We have got hold of the method and can do more than at the commencement of the work. Also the part done was largely in the grass which made progress slow. The material to be moved is more favorable in that it is nearly all free from grass.
