In the new authorization request $1,639,876,000 is for family housing new construction and maintenance, with only 3,444 new units contemplated. The services are again emphasizing people-oriented projects with a large proportion going to living accommodations and amenities. The request for medical facilities has increased sharply and will require serious consideration by this committee. The issue of Diego Garcia, which caused so much delay last year, is apparently still with us despite the fact that the President has not yet elected to certify the necessity of the construction requested for fiscal year 1975 as required by the law, prior to commencing construction. Our format for these hearings will remain essentially as it has been in the past. We will first hear from Mr. Perry J. Fliakas, Deputy Assistant Secretary of Defense for Installations and Housing, assisted by Mr. Evan Harrington and other Defense staff members. While these Defense witnesses are here we will discuss the bill in general and cover specifically title IV, construction for Defense agencies; title V, family housing; title VI, general provisions; and title VII, construction for our Reserve Forces. I do not intend to call different witnesses for each Defense title; however, feel free, Mr. Secretary, to offer statements for the record or to call upon any of your supporting witnesses to respond to questions from the committee. The Secretary of the Army may establish or develop Army installations and facilities by proceeding with construction made necessary by changes in Army missions and responsibilities which have been occasioned by: (1) unforeseen security considerations, (2) new weapons developments, (3) new and unforeseen research and development requirements, or (4) improved production schedules if the Security of Defense determines that deferral of such construction for inclusion in the next Military Construction Authorization Act would be inconsistent with interests of national security, and in connection therewith to acquire, construct, convert, rehabilitate, or install permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities, and equipment; in the total amount of $10,000,000: Provided, That the Secretary of the Army, or his designee, shall notify the Committees on Armed Services of the Senate and House of Representatives, immediately upon reaching a final decision to implement, of the cost of construction of any public work undertaken under this section, including those real estate actions pertaining thereto. This authorization will expire upon enactment of the fiscal year 1977 Military Construction Authorization Act except for those public works projects concerning which the Committees on Armed Services of the Senate and House of Representatives have been notified pursuant to this section prior to that date. SEC. 103. (a) Public Law 90-110, as amended, is amended under the heading "INSIDE THE UNITED STATES," in section 101 as follows: With respect to "Fort Lee, Virginia" strike out "$2,575,000" and insert in place thereof "$3,615,000."
