OUR NEW BENGAL NATIVE ARMY.

THE organization and regulations of the Indian Army have so long been regarded as one of those tabooed subjects which no man unconnected directly with the late Company's service could possibly master, that the recognized organs of the profession rarely contain any allusion to them. While every department of the British Army undergoes rigid scrutiny from time to time, and constantly reaps the benefit of experienced criticism in suggestions for improvement, our immense Indian Army has been left wholly in the hands of its own officials, for the undeveloped powers of the Indian Press render its opinions on military matters, no matter how well founded, of no practical weight whatever. It is universally allowed that Her Majesty's Opposition in Parliament contributes in no small degree to the admirable practical working of our theoretically defective Constitution. So we believe that the censorship of our unrivalled Press, and the free discussion of all suggested military improvements in these pages afford the most valuable aid both to the War Office and Horse Guards in carrying out and perfecting their plans for the benefit of the service. It is high time that these influences should be brought to bear on the organization and future management of the Indian Army. When we review the long series of blunders which eventuated in the disastrous mutiny of 1857, we cannot but be convinced that it never would have taken place had the local military authorities been amenable to the Press and Public Opinion of England, and had the latter been sufficiently enlightened on the doings in Calcutta to back Sir Charles Napier in his prescient warnings of the coming deluge. Now that India is about to be brought into telegraphic union with London, the English Press will no doubt pay more attention to the details of its government, and foremost in importance among them, from the very nature of our rule, must rank the regulations which govern our immense Native Army. It is much to be desired, therefore, that full details of everything connected with it should be furnished from time to time by the officers of its various branches, who alone are qualified to do them justice, and that they should resort to the organs of their profession in England for the ventilation of their wants and sug gestion of improvements.

India is now at the crisis of its fate, and we do not hesitate to predict a glorious future about to open on it. Its real mines of wealth are at length being discovered, and their working will develop a richness far exceeding that which astonished Clive. The sale of lands in fee simple, at five shillings an acre, with the simultaneous establishment of trunk railways must lead to a vast U. S. MAG. No. 401, APRIL, 1862.
