Hearings on foreign assistance and related programs appropriations were held before a subcommittee of the Senate Committee on Appropriations at intervals in November and December 1969. Senator Gale W. McGee of Wyoming generally presided. The record of the hearings was printed in a volume of 664 pages.

On December 8, 1969, a bill making appropriations for foreign assistance and related programs for the fiscal year ending June 30, 1970, H.R. 15149, was reported from the Committee on Appropriations by Representative Otto E. Passman (H. Rept. No. 91-708). The bill passed the House on December 9, 1969. It was reported in the Senate, by Senator Gale W. McGee from the Committee on Appropriations, on December 16, 1969 (S. Rept. No. 91-614). On December 18, 1969 the bill passed the Senate, amended; the Senate asked for a conference; and the House agreed to a conference. The conference report was submitted by Representative Passman on December 19, 1969 (H. Rept. No. 91-779). On December 20, 1969 the House agreed to the conference report, but the Senate disagreed to the conference report and asked for a further conference. On December 22, 1969 the House agreed to a further conference. The conference report was submitted by Representative Passman on January 27, 1970 (H. Rept. No. 91-800); and the House agreed to the conference report on that date. The Senate agreed to the conference report on January 28, 1970. The act was approved by the President on February 9, 1970 and became Public Law 91-194.

B. DIGEST OF PROVISIONS CONCERNING EDUCATION AND TRAINING

Education and training are widely involved in foreign assistance. Some appropriations made by Public Law 91-194 include funds usable in part for educational or training purposes without specific identification in the act of the funds so usable.

Following is a summary of (1) provisions of Public Law 91-194 which are discernible from this act as being for or affecting education and training, and (2) appropriations for the Peace Corps, which is largely an educational agency (United States Government Organization Manual, 1970-71, page 92):

For American schools and hospitals abroad for the fiscal year ending June 30, 1970, Public Law 91-194 appropriates $25 million to be used solely for specified institutions or programs, and $3 million for the University of North Africa in foreign currencies which the U.S. Treasury Department determines to be in excess to the normal requirements of the United States. Public Law 91-194 also appropri ates $98,450,000 to enable the President to carry out the provisions of the Peace Corps Act.

Hearings on appropriations for the Departments of Labor and Health, Education, and Welfare for the fiscal year 1970 were held before a subcommittee of the House Committee on Appropriations at intervals in March, April, May, June and November 1969, and on February 3, 1970. Representative Daniel J. Flood of Pennsylvania generally presided. The record of the hearings was printed in 9 parts, totaling 8,933 pages.

Hearings on these appropriations were held before a subcommittee of the Senate Committee on Appropriations at intervals in August, October, November and December 1969. Senator Warren G. Magnuson of Washington generally presided. The record of the hearings was printed in 7 parts, totaling 7,293 pages.

H.R. 15931, a bill making appropriations for the Departments of Labor, and Health, Education, and Welfare, and related agencies, for the fiscal year ending June 30, 1970, was reported in the House by Representative Daniel J. Flood, from the Committee on Appropriations, on February 16, 1970 (H. Rept. No. 91-840). The bill passed the House on February 19, 1970. It was reported in the Senate, by Senator Warren G. Magnuson, from the Committee on Appropriations, on February 26, 1970 (S. Rept. No. 91-710).

On February 28, 1970, the bill passed the Senate, amended, and the Senate asked for a conference. On March 3, 1970, the House agreed to a conference, the conference report was submitted by Representative Flood (H.Rept. No. 91-863), and the House agreed to the conference report. On March 4, 1970 the Senate agreed to the conference report. The act was approved by the President on March 5, 1970 and became Public Law 91-204.

B. SUMMARY OF CERTAIN APPROPRIATIONS AFFECTING EDUC-

Some funds made available to the Departments of Labor, and Health, Education, and Welfare and related agencies by Public Law 91-204 for educational and training purposes are included in appropriations for broader purposes and are not separately indentified in this act.
