206 FOREIGN AFFAIRS, 1757. Frankfort, April 16. The French king hath demanded of the elector of Mentz, a paffage for a body of troops thro' that electorate. Hanover, April 12. Several of our regiments, both horfe and foot, are already arrived at Hamelen, where they are to form the army of obfervation. The three Pruffian regiments that retired from Wefel are alfo arrived there. The Heffian troops have received orders to take the fame route. April 19. The 16th inft, his royal highnefs the duke of Cumberland arrived here in perfect health from Stade Vienna, April 5. The Aulic council have fent the emperor their advice upon the laft definitive proceedings to be taken against the king of Pruffia; which is to this purpose. "That the fifchal of the empire, agreeable to the duties of his function, should be authorized to fummon In form the king of Pruffia, as elector of Brandenburgh, and acquaint him, that he hath incurred the penalties denounced against those who violate the laws of the empire; that in confequence of this, he is put under the ban of the empire; and thereby deprived of all his rights, prerogatives, privileges, &c. and that his fiefs are efcheated into the exchequer of the empire." Drefden, April 12. His Pruffian majefty hath made two bridges over the Elbe; and demanded of feveral diftricts in this electorate a great number of waggons, each drawn by four horfes. The circles of Misnia and Leipfic are to furnish 400 each, and the other circles in proportion. Count de Wackerbath, minifter of the cabinet, and grand mafter of the houshold to the prince royal of Poland, was arrested laft Saturday, by exprefs order of the king of Pruffia, and conducted to Cuftrin. From hence we may fuppofe, that his Pruffian majefty will foon open the campaign on his fide, but he is like to get little benefit from the Saxon troops in his fervice for a regiment of them being ordered to Berlin, to keep garrison there during the war, whilft upon their march the whole regiment deferted in a body, and marched into Poland, by the way of Croffen, from whence they were followed by a battalion of another Saxon regiment which was there in garrifon.
