The officers of 14 highway commissions expressed the belief that purchases for townships, counties, and districts could be handled to better advantage by clearing through the central departments of the commissions, 6 expressed the belief that this could be done in part, and 22 expressed their doubts as to the desirability of doing

In 37 States the highway officials expressed the opinion that model specifications, inventory, equipment service, and cost record. forms would be useful in controlling their equipment, operation, and purchase routine; 6 stated that they might well be used in part; and 8 said that they would not be useful.

VII. GENERAL STANDARDIZING AGENCIES

Among the several hundred organizations identified with the general standardization movement are four which were created for the sole purpose of carrying on the work of standardization, or work directly related thereto, namely, the American Standards Association, the American Marine Standards Committee, the American Society for Testing Materials, and the Central Committee on Lumber Standards, the functions of which are fairly well indicated by their titles.

Outlines of the standardization activities of these organizations are given in the present chapter, with special reference to their accomplishments during the past year. Additional information concerning the functions and procedure of their committees engaged in formulating specifications and standards can be found in the 1927, 1928, and 1929 issues of the Standards Yearbook. Outlines of the standardization agencies of the Federal Government are to be found in Chapter IV of the present book; in Chapter V the standardization work of the National Bureau of Standards is presented briefly, and that of the State, county, and municipal agencies are set forth in Chapter VI. Outlines of the standardization activities of many technical societies and trade associations are given in Chapter VIII.

AMERICAN STANDARDS ASSOCIATION

The American Standards Association is the American national industrial standardizing body. It includes in its direct membership 40 national technical societies, trade associations, and governmental bodies.

The association provides a procedure under which national standards may be established by any industry or group of industries with the assurance that the standards will represent a true national consensus of approval. National standards have been prepared under American Standards Association auspices or are now under way for almost every major field of industrial activity.

The association maintains a technical staff at 29 West Thirty-ninth Street, New York, N. Y. Dr. P. G. Agnew is the secretary. The actual work of establishing standards is carried on by technical committees representing the producing, distributing, and consuming groups concerned with the projects. In fact, a basic requirement of the American Standards Association procedure is that no standards shall be approved unless all important interests have been adequately represented in the establishment of the standard, no one interest predominating in influence except with the consent of the other groups. The initiation of standardizing projects may be brought about at the request of any responsible body.

In addition to providing systematic means by which organizations concerned with standardization may cooperate in establishing American standards, the American Standards Association serves as a clearing house for information on standardization work, both in the United States and abroad. The association also acts as the authoritative channel in international cooperation in standardization work.
