The Indian Mineral Leasing Act of 1938 authorizes oil and gas lease on Indian Tribal lands and provides uniformity with respect to leasing of Tribal lands for mining purposes. 30 U.S.C. 181, et seq. The Mineral Leasing Act of 1920 (MLA) provides for classification and leasing of coal, oil, oil shale, natural gas, phosphate, potassium, sulphur, and sodium and the payment of bonuses, rents, and royalties on such leases. 43 U.S.C. 1331, et seq.
