310-- Sulfur Content of Fuels.

No person shall on or after September 1, 1970, burn within the District any us fuel containing sulfur compounds in excess of 50 grains per 100 cubic t of gaseous fuel, calculated as hydrogen sulfide at standard conditions, or quid fuel or solid fuel having a sulfur content in excess of 0.5 percent weight.

Rule 62--Sulfur Contents of Fuels.

A person shall not burn any gaseous fuel containing sulfur compar excess of 50 grains per 100 cubic feet of gaseous fuel, calculated as hy sulfide at standard conditions, or any liquid fuel or solid fuel having a content in excess of 0.5 percent by weight. The burning of liquid fuel or fuel shall be permitted only if the delivery of gaseous fuel to the user is rupted by the supplier, or by an event outside of the control of the user. The provisions of this rule shall not apply to:

(a) The burning of sulfur, hydrogen sulfide, acid sludge or other compounds in the manufacturing of sulfur or sulfur compounds.

(b) The incinerating of waste gases provided that the gross heating TA such gases is less than 300 British Thermal Units per cubic foot at stan conditions and the fuel used to incinerate such waste gases does not e za sulfur or sulfur compounds in excess of the amount specified in this rule. (c) The use of solid fuels in any metallurgical process.

Every holder of, and every applicant for a permit to operate fuel t equipment under these Rules and Regulations shall notify the Air Pi Control Officer in the manner and form prescribed by him, of each interrup in and resumption of delivery of gaseous fuel to his equipment.

It shall not be a violation of this rule to burn fuel not permitted br rule for a period of not to exceed three calendar days (and in addition f›r • period of time necessary for the hearing board to render a decision, pros that an application for a variance is promptly filed) when other fuel whit plies with this Rule cannot be used due to accident, strike, sabotage, or a God. RULES AND REGULATIONS

REGULATION III-PROHIBITIONS

Rule 3:1--Prohibitions Under State Law.

The provisions of Article 3, Chapter 2, Division 20, Health and Safere i of the State of California shall be enforced by the Air Pollution Contro and all officers indicated by Section 24221, Article 2.

(a) This rule is not intended to preclude the enactment or enfer any rule stricter than the provisions of Article 3 mentioned above, as ↑ by Sections 24247 and 24250 of that Article and Article 4.

Rule 3-2 Enforcement of these Rules and Regulations.

These Rules and Regulations shall be enforced by the Control of we authority of Section 24224 (b), Article 2, and Sections 24260 and 242 Article 4; and by all officers empowered by Section 24221, Article 2 Rule ↑ ↑ Particulate Matter.

Except as otherwise provided in the Health and Safety Code Section Rules 34 and 3-7 a person shall not release or discharge into the si from any source or single processing unit whatsoever dust, fumes, or pa**, matter emissions in excess of 03 grains per cubic foot of gas at st conditions.

APPENDIX B-SOUTHERN CALIFORNIA EDISON COMPANY, ELECTRIC PRODUCTION AND ENERGY SOURCES, 1966–75

The attached chart illustrates a projection of the energy requirements of Southern California Edison Company through the year 1975 and of the energy sources from which such energy requirements are proposed to be supplied. The years 1966 through 1969 are shown as recorded. The projections of oil and gas usage for future years are based upon the projections of the local gas distributing companies indicating that gas will be available to provide 75 to 85 percent of Edison's fuel requirements for plants using gas and oil fuel. Based upon such projections Edison's fuel oil requirements will vary from a low of about 8,000,000 barrels per year to a high of about 20,000,000 barrels per year during such period.

Oil presently is used by Edison during the six winter months from November through April. During these months gas available to Edison is curtailed by the gas suppliers in order to supply the increased requirements principally of their residential and commercial customers resulting from space heating requirements. The occurrence of colder than average weather conditions will further increase Edison's oil requirements by 2,500,000 to 5,000,000 barrels in such a year depending upon the temperature conditions.

In addition, if the gas supplies available to Edison are less than predicted by the gas suppliers, which seems likely from the latest information concerning gas reserves available for delivery to Southern California, then a larger proportion of Edison's fuel requirements will have to be supplied by oil.

APPENDIX C-SOUTHERN CALIFORNIA EDISON COMPANY, LOW SULFUR FUEL OIL SUPPLY AND INVENTORY 1970-71

The attached Charts 1, 2 and 3 illustrate the projection of low sulfur fuel oil supply and inventory and the usage of such oil, based upon the October 1, 1969, estimate of the local gas suppliers of gas which will be available to Edison under average, cool and cold year temperature conditions during July, 1970, through June, 1971.

Under the existing fuel supply conditions low sulfur oil is used by Edison during the six winter months from November through April. During these months gas supplies available to Edison are curtailed by the gas suppliers due to the increased gas requirements principally of their residential and commercial customers for space heating needs. The total oil requirements of Edison cannot be supplied solely from oil stored in advance. It is necessary, therefore, to utilize oil stored in advance of the winter season from both Edison's and the oil suppliers' storage facilities, and in addition to receive concurrently maximum deliveries from the oil suppliers' refinery production.

Chart 1 illustrates the extent to which Edison's oil requirements are met by the combined supply from inventory stored in advance of the season and the concurrent supply from refinery production as projected for the 1970-1971 winter season under average year temperature conditions. The upper line of the chart shows the month by month increase in Edison's inventory as it is built up from refinery runs from oil suppliers and also shows how such inventories are drawn down during the winter season. Deliveries from oil suppliers are indicated by the cross-hatched areas. The minimum desired storage level indicated on the chart is equivalent to approximately 10 days' oil supply at the generating stations on Edison's system for protection against interruption in delivery of fuel supplies. The heavy line shows the quantity of fuel oil expected to be used by months for the 1970-1971 winter season under average temperature conditions, totaling during such period approximately 10,200,000 barrels of oil, of which approximately 6,700,000 barrels would be received during the period from oil suppliers and 3,500,000 would be drawn from storage.

Chart 2 presents the same information under cool year temperature conditions. It illustrates the effect on Edison's oil requirements of the frequent occurrences of below normal temperature conditions which cause less gas fuel to be available to it from the local gas suppliers. Under cool year conditions Edison's 1970-1971 winter season oil requirements are expected to be approximately
