CHAPTER CCCLXXXI.

A further supplement to "An act to incorporate the city of Hoboken, approved March twenty-eighth, eighteen hundred and fifty-five.

1. BE IT ENACTED by the Senate and General Assembly of revenue to the State of New Jersey, That the mayor and council of the city of Hoboken be and they are hereby authorized and empowered to cause to be paid from the contingent fund of the said city of Hoboken, to the collector of revenue for said city, a sum in addition to the regular salary now paid to him and authorized to be paid for the employment of an assistant, by virtue of the provisions of the charter of the city of Hoboken and the supplements thereto, not exceeding one thousand dollars, the said sum to be computed at the rate of eighty-three dollars and thirty-three cents per month, from the fourth day of April, eighteen hundred and seventy-three, to the date of the approval of this act; and to be by the said collector applied to the payment of the salary of the assistant by him employed during the aforesaid time.

2. And be it enacted, That the collector of revenue of the city of Hoboken be and he is hereby empowered to appoint an assistant at a salary not exceeding fifteen hundred dollars per annum, and that the council shall have power to appropriate the necessary sum to pay the said salary from the contingent fund of the said city of Hoboken; and the collector of revenue shall be responsible to the said mayor for assist and council for the proper discharge of the duties of his assistant, and shall be liable to be sued on his bond for any neglect of duties or for any defalcations in the collections of the revenue of said city.

CHAPTER CCCLXXXII.

A further supplement to an act entitled "An act to revise and amend the charter of the city of Rahway."

1. BE IT ENACTED by the Senate and General Assembly of the State of New Jersey, That the mayor of said city shall have do authority to appoint, with the advice and consent of the whom and common council, three freeholders of said city, as a board pointed. of finance; said board shall have the supervision of the finances of the city of Rahway; the city treasurer shall make an annual report to said board of the financial affairs of said city in detail, on the first day of January in each and every year, and at all other times when required, in writing, by a majority of the members of said board; the board of finance shall have authority to negotiate and sell the bonds of the city, to make provision for the payment of the interest on all bonds, and the principal, as the said bonds mature; the said board shall have authority to issue the bonds of said city, for the amounts due for taxes and assessments, where the real estate for unpaid taxes and assessments has been sold and struck off to the city; provided, Proviso that whenever any property thus sold shall be redeemed the proceeds thereof shall be invested by said board, as a fund for the payment of the interest on said bonds, and the principal thereof, as they fall due.

CHAPTER CCCLXXXVII.

A supplement to an act entitled "A further supplement to an act entitled 'An act to establish the Long Branch Police, Sanitary and Improvement Commission," approved April eleventh, one thousand eight hundred and sixtyseven, approved April third, one thousand eight hundred and seventy-three.

1. Be it enacted by the Senate and General Assembly of the State of New Jersey, That it shall be lawful for "The Long Branch Commissioners" to raise by taxation in the usual tain sum by manner, in addition to the sum authorized by the fifth section of the act to which this is a supplement, the sum of five fire appar- thousand dollars, for the purposes mentioned in said fifth section of the act to which this is a supplement, and the purpose of purchasing additional fire apparatus, and the procuring of suitable lands and the erection thereon of buildings in which to keep said apparatus when said commissioners may deem it necessary.

3. And be it enacted, That this act shall take effect immediately.

An act to construe a portion of section one hundred and twenty-seven of the act approved March eleventh, one thousand eight hundred and fifty-seven, entitled "An act to revise and amend the charter of the city of Newark."

WHEREAS, some question has arisen respecting the extent of Preamble. the provisions of the latter clause of section one hundred and twenty-seven, of the act approved March eleventh, one thousand eight hundred and fifty-seven, entitled "An act to revise and amend the charter of the city of Newark," and the payment of just bills has been hindered thereby; therefore,

1. Be it ENACTED by the Senate and General Assembly of the State of New Jersey, That the words of said clause, being clause how as follows: "and no member of the common council shall be directly or indirectly interested in any contract, as principal, surety or otherwise, the expense or consideration of which is paid from the city treasury," shall be deemed, taken, held and construed to apply and relate only to contracts for street improvements and other work, and contracts in writing or under seal, and that it shall be lawful for the audi- Auditor to tor of accounts of said city of Newark, to audit, and for the audit cercommon council of said city to order to be paid, and for the counts. city treasurer of said city to pay, bills now justly due and owing by said city of Newark, for work done, or supplies and materials furnished, although said work was done or said supplies and materials were furnished by a member of the common council of said city, or by a firm with which he was or is connected, any law of this state or ordinance of said city to the contrary in anywise notwithstanding.
