THE INSULAR POLICE

Was organized under an order of the late Maj. Gen. Guy V. Henry, Military Governor, on February 7th, 1899, to stop the depredations of armed bands of assassins and incendiaries throughout the island and to maintain law and order in the rural sections.

By an Act of the Legislature, approved by the Governor on January 31st, 1901, its jurisdiction was further extended over all towns of the island containing a population of less than 6,000. On request of the municipal authorities, and by direction of the Governor, the Insular police also took charge of all police service in the city of San Juan on March 23rd, 1901. This force was organized by 1st Lieutenant Frank Techter, 47th New York Vols,, who after his discharge from the military service became, and is at present, its Chief. Since its organization the number of officers and men has been increased from time to time as the necessity therefor became apparent, until it consists of 18 officers, 11 sergeants, 70 corporals and 565 privates. This force is under the direct control of the Chief, and is distributed throughout the island in 68 posts with about 60 detachments. The island is divided into 5 districts, corresponding to the judicial districts; each district is subdivided into 3 precincts. A Commission of Insular Police, consisting of the Chief as president and of Dr. José Carbonell Olazarra and Mr. J. Ramon Latimer as members, has the power to formulate regulations and fix the strength and salaries, subject to the approval of the Governor, makes allenlistments and discharges, approves all expenditures and exercises a general supervision over the force. All enlistments are for a period of two years and after a rigid physical examination. Promotions are made after competitive examination according to merit. The yearly salaries are as follows:

A number of privates, not exceeding 125, who furnish and maintain serviceable horses are classed as mounted, and receive a salary of $420.00 each, yearly. The appropriation for maintaining the organization for the coming fiscal year is $269,000.
