A motion was then made by Mr. Howell, feconded by Mr. Fofter, to reconfider the firft motion, to strike out "three-fourths," and infert 66 one half;" which being agreed to, on the queftion to agree to this amendment, the yeas and nays being required by Mr. Hand.

Congrefs affembled-Prefent New-Hampshire, Maffachusetts, Rhode-Ifland, Connecticut, New-York, NewJerfey, Pennfylvania, Maryland, Virginia, North-Carolina. and South-Carolina.

Congress took into confideration the report of a committee confifting of Mr. Lee, Mr. Howell and Mr. Williamson, to whom was recommitted their report on a letter of 24th March, from major general baron Steuben, together with the report of a committee refpecting him entered on the journal of the 30th December 1782, and the first refolution reported by the committee being amended to read as follows,

"That the refignation of baron Steuben, late infpe&or general and major general, be accepted; and that the fuperintendant of finance take order for paying him thirteen thousand dollars, as a compenfation for the facrifices he made when he entered the service of the United States, exclufive of all fums due to him as an officer in the fervice of the United States.

A motion was made by Mr. Gerry, feconded by Mr. Read, to poftpone the confideration of the faid refolution, in order to take up the following.

Whereas major general baron Steuben, at the inftance of the friends of America, and with the advice and concurrence of the minifters of the United States in France, did in the latter end of the year 1777, come over to America, and producing the most honorable teftimonials of his military rank and abilities, did proffer his fervices to Congress, declaring at the fame time that he would not make any previous ftipulations for a reward, but would. leave it to be determined by Congress, after they should have proofs and experience of his merit and fervices, And whereas the abilities and zeal of that meritorious officer, in the departinept of inspector general, have been the principal

principal cause of introducing and perfecting difcipline in our army, and establishing fuch a fyftem of œconomy as produced an extraordinary reduction of expences s Refolved, That the fuperintendant of finance be directed to iffue fecurities bearing an annual intereft of fix per cent, and payable as other debts due to the army, to the faid major general baron Steuben, to the amount of forty five thousand dollars,in full of all fums due to him for pay, arrearages of pay, rations, fubfiftance, balf pay or com mutation, and of all other demands for fervices and facrifices in the cause of the United States.

That the fuperintendant of finance be directed to ade vance in fpecie to the faid baron Steuben, the sum of

in part payment of the preeding refolve: And on the question to poftpone for the purpofe abovementioned, the yeas and nays being required by Mr. Howell.

The delegates for the fate of Penn'ylvania, laid before Compreht, an att pafied perisant to the aft of Cangrefs of the 133 April 1983, by the legidature of that fate, on the 23d September 1733, entitled, “An act for levying * 4w7 on certain enumerated articles, and an impot of Eve per cent ad valorem on all other goods, wares and mercandize, inported into this ftate, and a tax upon real and perfonal property, for the discharge of the debts of the United States of America, agreeable to acts of Congrth therein recited, and for other purposes therein mentioned.

The delegates of the fate of Rhode-land and Previdence Plantations, having informed Congrefs, that the legilature of faid ftate, at their feffion in February laft, pulled the following refolutions, to wit, Refolved, That the delegates of this state be, and they are hereby instructe ed to use their influence to obtain a recefs of Congress as foon as the national bufinefs will poffibly admit.

It is further voted, that the delegates of this state requeft that honorable body to adjourn and convene at Khode land in the course of the next year,or as foon as may be convenient; and that Congrefs be informed, that if the aforelaid request shall be acceded to,this state will prepare suitable buildings for their accommodation.” And thereupon moved,

That on the twenty fixth day of May next, the prefident adjourn this Congress until the twenty fixth day of October next, then to meet at Newport, in the state of Rhode Island,
