New-Hampshire, Mr. Fofter Mr. Blanchard Massachusetts, Mr. Gerry New York, nos Mr. De Witt по Mr. Paine по The committee confifting of Mr. Stone, Mr. Hand, Mr. Read, Mr, Mercer and Mr. Beatty, to whom was referred the application of the flate of New-York, for Congrefs to declare the number of troops which are necessary to be kept up by the faid state, to garrifon the forts necessary for the defence thereof, having reported" as their opinion, that men, including noncommiffioned officers, will be requifite to garrifon the forts, neceffary for. the defence of the faid frate ;" and thereupon fubmit the following refolution" That the state of New-York be permitted to raise men, including noncommiflioned officers, for the purpose of garrifoning fuch pofts within the faid ftate not poffeffed by the forces of the United States, as the said state shall judge proper; which troops fo to be raised by the state of New-York, fhall be discharged whenever the United States in Congrefs affembled fhallfe direct." A motion was made by Mr. Williamson, feconded by Mr. Read, that to morrow be affigned for the confideration of the faid report. And on the question, the yeas and nays being required by Mr, Read. Congress affembled Prefent eleven states as before. A motion was made by Mr. Gerry, feconded by Mr. Sherman, in the words following. Whereas the prefident is authorized and directed to adjourn Congrefs on the 3d of June, to meet on the 30th of October next at Trenton, and many important matters require the immediate decifion of Congress, Refolved, That until the adjournment, Congrefs will meet precisely at nine in the morning, and adjourn at two in the afternoon; meet again at four, and adjourn at eight o'clock in the evening. A motion was made by Mr. Spaight, feconded by Mr. Read, to poftpone that motion in order to take up the following. Whereas the prefident is authorized and directed to adjourn Congress on the 3d of June, to meet on the oth of of October next at Trenton, and many important matters require the immediate decifion of Congress, Refolved, That the act of 26th April, empowering the prefident to adjourn Congress on the 3d initant, be repealed; and that this Congrefs will adjourn itself on the 12th instant, to meet at Trenton on the 30th of October next.
