The results will be analyzed and submitted for a comprehensive review by recognized experts in those disciplines. These experta will attempt to determine what solid facts can be learned from the body of research about the effect pornography might have in pro ducing violent, antisocial behavior by and against children and adults.

OJJDP is supporting another major effort to study the possible connection between sexual abuse and exploitation of children and their subsequent juvenile delinquency and criminal violence.

The experiences of children who have been used in pornography activities and those who have survived rape or murder attemp will be studied in an attempt to develop a profile of children w ve overcome the trauma of their victimization and a son ing in normal ties.

OJJDP has undertaken another initiative in response to President Reagan's announcement last December of a six-part program to improve the American education system. He recognized, as a major priority, the need to restore an atmosphere conducive to the educational process by reestablishing discipline and ending drug and alcohol abuse in the schools.

An extensive study of crime in the schools released several years ago by the Department of Health, Education and Welfare found that 6,700 of the Nation's schools have a serious problem with crime; one-fourth of all schools in the country were vandalized in a given month and 10 percent were burglarized; in a typical month about 2.4 million secondary school students had something stolen and approximately 282,000 students reported being physically attacked; in a month's time, 120,000 secondary school teachers had something stolen at school; 6,000 had something taken by force, weapons, or threats; 5,200 were physically attacked and; the risk of violence to teenagers was greater in school than elsewhere-40 percent of the robberies and 36 percent of the assaults on urban students occurred in schools.

These are only a few of the major findings of the study and additional research indicates that the problem is still a very real one.

A major 1983 study on school violence by Jackson Toby, director of Rutgers University's Institute for Criminological Research, concluded that the earlier data had probably understated the actual instances of school violence at the time the survey was conducted. To address these issues, OJJDP has awarded a grant to Pepperdine University to establish a National School Safety Center in Sacramento, CA.

As you may know, Pepperdine has an outstanding law school and graduate schools of both business and education and was selected last year by more than 1,000 college and university presidents as being among the top comprehensive universities in the Nation.

The national center will collect information on effective strategies for promoting school safety and crime prevention, and disseminate these resources through a variety of training and technical assistance activities at the national and local levels.

The center will work closely with educational associations and in cooperation with the Departments of Education and Justice to promote safer schools.

Mr. Chairman, let me depart for a minute from my prepared remarks and ask you to introduce into the record a letter that was written to you on March 19 by Assemblyman McAlister of the 18th District of California. He is a Democrat and is the chairman of the Assembly Finance Committee.

In that letter, Mr. McAlister pointed out that he is, among other things, part of the Democratic power structure that controls both houses of the State legislature and that he has known of Mr. Nicholson's activities. Mr. Nicholson is going to be the chief researcher on the project at Pepperdine for a number of years.

He points out that there was a California School Safety Center which was set up by then Attorney General Deukmejian-who is now the Governor, of course-in 1980, that Mr. Nicholson ran, and that has subsequently been picked up by the new attorney general, Mr. Van de Kamp, who is a Democrat, pretty much in its entirety.

He goes on to point out that Mr. Nicholson is, in his opinion, a very conscientious, thoughtful, hard working, compassionate and effective leader, lawyer and teacher.

Mr. Nicholson ran for attorney general in 1982, and lost. But after he did so to Mr. Van de Kamp, he and Mr. Van de Kamp have been working together closely on the continued problem of school safety in California.

He points out that during his campaign, Mr. Nicholson was supported by, I think, 160 police chiefs, 40 sheriffs, and a number of district attorneys, and others.

He points out that, and I quote:

To meaningfully deal with school safety issues, especially from a national perspective, requires special skills, an innovative perspective and demonstrated evidence. Pepperdine University and Mr. Nicholson have all three.

He says:

There really is not one more qualified than Mr. Nicholson anywhere to lead the National School Safety Center.

The letter is very comprehensive and I would ask if you would include it in the record of this hearing.
