DEAR MR. BONNER: Attached please find a report prepared by our Service, entitled "Historical and Legal Development of Right To Strike Concept."

This study was undertaken by us in compliance with your request of March 28, 1963, made by you in connection with hearings which you have been holding regarding compulsory arbitration.

Labor has contended that it has the right to strike and you requested that we supply you with the historical and legal development of this concept, our study to include the views of the Supreme Court as expressed in its decisions.
