PRESENTATION TO THE COMMITTEE ON WORLD WAR VETERANS' LEGISLATION OF AN OIL PAINTING OF THE HONORABLE JOHN E. RANKIN, CHAIRMAN, BY THE AMERICAN LEGION AS A TOKEN OF PERMANENT APPRECIATION

The committee met in honor of its chairman, John E. Rankin, to receive the presentation of the American Legion, the Honorable Edith Nourse Rogers presiding.

STATEMENT OF MILO J. WARNER, NATIONAL COMMANDER

OF THE AMERICAN LEGION

Mr. WARNER. Mr. Chairman and members of this committee: I have a somewhat personal matter which I desire to discuss with the committee, and if it is not out of order, Mr. Chairman, with your permission, I shall be very happy indeed if, temporarily at least, you turn the gavel over to the minority leader of your committee, Mrs. Rogers.

Mrs. ROGERS. Commander Warner, will you proceed, please?
Mr. WARNER. Yes; and thank you, Mrs. Rogers.

Mrs. Rogers and gentlemen of this committee, 2 years ago it was the pleasure of the American Legion, through its national commander, Stephen F. Chadwick, to present as a token of permanent appreciation a likeness in the form of an oil painting of the former chairman, Hon. Royal C. Johnson, a stanch member of the American Legion and who, I regret to say, has since responded to the last roll call.

We of the Legion are mindful of the great service that your committee has rendered to the cause of the disabled man of the World War and his dependents. In 1931, your present chairman, the Honorable John E. Rankin, took over the gavel. He has been a member of this committee from its very inception, and I might add that, as you know, the World War Veterans' Committee was created at the request of the American Legion. This great problem has grown and grown beyond our farthest expectations. For 10 years we have enjoyed the privilege of coming before you and addressing your committee through your present chairman.

He has been eminently fair in his handling of this great problem and we have enjoyed to the fullest his confidence. He has been the author personally of many bills which have been enacted into law, which have brought relief and happiness to the suffering and the
