No. 17.

RESOLUTION

Relative to United States pensioners.

WHEREAS, It is the opinion of the legislature of Pennsylvania, that the bill reported to the house of representatives of the United States at the present session. from the committee on revolutionary pensions, to amend an act, entitled "An Act granting half pay and pensions to certain widows," and the several acts amendatory of the same, and to extend and continue the provisions thereof, or one containing similar provisions, should be passed into a law at as early a day as possible: Therefore, it is

Resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That our senators and representatives in congress be and are hereby requested to advocate and vote for the passage of the said or a similar bill, and to use all honorable exertions to have the same promptly enacted into a law.

Resolved, That the governor be and he is hereby requested to cause a copy of the foregoing preamble and resolution to be forwarded to each of our senators and representatives in congress.

RESOLUTION

Relating to the compensation of John Laird, late assistant sergeant-at-arms of the

senate.

Be it resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, That the speaker of the senate is hereby authorized and directed to draw his warrant upon the state treasurer in favor of the clerk of the senate, for the sum of two hundred dollars, in full compensation for the services of John Laird, late assistant sergeant-at-arms, and in full for all claim for Funeral expenses funeral expenses; and the clerk is authorized to settle the amount due for funeral expenses, and pay the balance to Mary Laird, the widow of

deceased: Provided, That the warrants hereby directed, shall be Proviso. subject to deductions for payments already made on account of such services.

RESOLUTION

Relative to the tariff.

of

WHEREAS, The present tariff promises to answer the purposes revenue, and also to yield to American industry the encouragement necessary to the development of the great resources of our country: And whereas, Permanency in our revenue laws is indispensably necessary to the protection of the capital and labor embarked in manufacturing and agricultural operations, under the sanction of those laws, and can alone insure and advance the prosperity of the various great interests which, combined, constitute the wealth of the nation: And whereas, A bill is now pending in the congress of the United Sates, the operation of which would affect, injuriously, the important staple productions of this commonwealth: Therefore,

Resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, That our senators in congress be instructed, and our representatives requested, to oppose any change in the present tariff, which might prove injurious to the manufacturing and agricultural interests of this commonwealth. sternly to resist any reduction in the present duties on iron, coal and wool, and to omit no effort to sustain all the great interests of the nation, calculated to foster and promote American industry.

Resolved, That a copy of the resolution be forwarded to each of our members in the senate and congress, with the yeas and nays attached.

RESOLUTION

To correct an error in the act passed the eighteenth day of April, one thousand eight hundred and forty-three, entitled "An Act for the relief of Daniel Henderson, and others, soldiers and widows of soldiers of the Revolutionary and Indian wars.' Resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, That the word Christian be changed to Catharine, where it occurs in the first section of the act of assembly, entitled An Act for the relief of Daniel Henderson, and others, soldiers and widows of soldiers of the Revolutionary and Indian wars," approved the eighteenth day of April, one thousand eight hundred and forty-three; and that the state treasurer be and he is Catharine Scheetz hereby authorized and directed to pay to Catharine Scheetz, of Lehigh Lehigh county. county, or her order, the gratuity and annuity directed by said act to be paid to Christian Scheetz, of said county.

RESOLUTION

For the relief of Colonel A. J. Pleasanton, late acting paymaster general and disbursing officer of volunteers, in service assistant adjutant general.

Resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, That the auditor general of this commonwealth be and he is hereby directed and required to re-examine the accounts and vouchers of A. J. Pleasanton, which were heretofore presented to the auditor general for settlement, and his accounts for books, stationery and postage, relating to his duties as paymaster, and settle the same agreeably to the provisions of the resolution passed the twelfth day of June, one thousand eight hundred and forty, entitled "Resolution relative to the payment of the troops called to Harrisburg in December, eighteen hundred and thirty-eight,” which settlement shall be final and conclusive.

RESOLUTION

To suspend the operation of the act concerning road views and road damages, &c., so far as respects the county of Lancaster, until the first day of February next.

Be it resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met. That the act, entitled "An Act concerning road views and road damages in Berks, Lancaster and Bucks counties," approved March 13th, A. D. 1844, is hereby suspended, and shall not be operative so far as respects the county of Lancaster, until the first day of February, A. D. 1845; and in the meantime all the laws in force at the time of the passage of the act aforesaid, relating to roads, highways and bridges, the payment of viewers, &c., and assessments of damages, &c., shall be held to apply to and be fully operative in all proceedings in relation to any roads, highways and bridges in the county of Lancaster.

RESOLUTION

Relative to the destruction of fish in certain streams in Greene and Crawford

counties.

WHEREAS, An act was passed on the twelfth day of February, one Preamble. thousand eight hundred and forty-two, to prevent the destruction of fish in the Allegheny, Monongahela and Ohio rivers, within this commonwealth, in the months of May, June, July, August and September, and for other purposes:

And whereas, A supplement was passed to the foregoing by the fourteenth section of the act of the twenty-third of June, one thousand eight hundred and forty-two, extending the above act of twelfth of February, to all the tributary streams of the above named rivers within this commonwealth: Therefore,

Resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, That the act above referred to, and the supplement thereto, be and the same is hereby

No. 24.

RESOLUTION

To authorize the county commissioners of Philadelphia county to borrow money, and for other purposes.

Resolved by the Senate and House of Representatives in General Assembly met, That the county commissioners of the county of Philadelphia be and they are hereby authorized to borrow, on the credit of said county, the sum of forty thousand dollars, at a rate of interest not exceeding six per cent. per annum, redeemable in one thousand eight hundred and fifty, for the purpose of redeeming certificates of loan issued by the commissioners for erecting the new county prison and debtors apartment: Provided, That so much of the ninth section of an act, entitled "An Act making an appropriation for the Eastern and Western penitentiaries, and for other purposes," passed the twentysecond day of March, one thousand eight hundred and thirty-six, as requires the commissioners of the county of Philadelphia to issue new certificates for the balance of the prison loan, be and the same is hereby repealed.

Resolved, That in lieu of the duties imposed by the fifth section of an act of the general assembly, passed June thirteenth, one thousand eight hundred and forty, upon the assessors of the several wards and townships of the city and county of Philadelphia, it shall be the duty Duty of assessor. of the said assessors, in conjunction with the inspectors of the election in each and every ward, to meet fifteen days previous to the day of the general election, at the place of holding the ward election, for the purpose of adding to the list of taxable inhabitants, prepared by the assessor, the name of such citizens as are constitutionally qualified to vote, and who may have moved into their respective wards after the assessment, or who may have been omitted by the assessor; and said assessors and inspectors shall remain in session from three o'clock, post meridian, until nine o'clock, post meridian, and the inspectors shall be allowed the same compensation per day as is now allowed to the assessors.

Resolved, That it shall not be lawful for such assessor or inspectors to add to the list any name, unless the person claiming to be added thereto shall appear in person.
