Washington, DC. The subcommittee met, pursuant to call, at 10:30 a.m., in room 2237, Rayburn House Office Building, Hon. William J. Hughes (chairman of the subcommittee) presiding.

Present: Representatives Hughes, Smith, Sawyer, and Shaw.

Staff present: Hayden W. Gregory, counsel; Virginia Sloan, assistant counsel; Charlene Vanlier, associate counsel; and Phyllis N. Henderson, clerk.

Mr. HUGHES. The Subcommittee on Crime will come to order.

Today, the Subcommittee on Crime is holding the first of several hearings on the bill, H.R. 2447, the Trademark Counterfeiting Act of 1983, introduced by the distinguished chairman of the Judiciary Committee, the Honorable Peter W. Rodino.

H.R. 2447 provides criminal sanctions for the counterfeiting of trademarks and increased civil remedies in such cases. While the Lanham Act, as set forth in title 15 of the United States Code, already provides some civil remedies, there is a great deal of concern that these remedies are insufficient to deal with the growing trademark counterfeiting problem.
