The subcommittee met, pursuant to notice, at 4 p.m., at the Faculty
Club, North Carolina State University, the IIonorable Lawton Chiles,
(chairman of the subcommittee) presiding.
Present: Senators Chiles and Bellmon.

STATEMENT OF ED AVENT, RALEIGH, N.C. Mr. I VENT. Gentlemen, if I may have your attention. This is Senator Lawton Chiles. He's a member of the Agriculture Committee in Washington. We're delighted you're in Yorth Carolina, Senator, and We hope you'll come back again.

Senator CHILEs. We're now missing one Senator, Henry Bellmon, from Oklahoma. I am sure he will be coming in, but I think maybe Teil like to go on and get started. Senator Bellmon made a suggestion tlant we're always sitting in Washington listening to lobbyists and representatives coining up there when we get ready to write a farm bill

, but we never get out to where farmers are, and to people who are involved in the program. He thought we'd better go around the country and try to hear and find out what the farmers think about the farm program, and we have started doing that. We had a meeting in Florida yesterday, and more meetings in your State today. We hope to go to the Midwest and Far West and find out how the program is working, and the present farm bill is working and what we should include in the bill next year.

I understand this is a cross section of ASCS county and district personnel and if we could start over here, and have you give us a little of your thinking. You understand our time is short. If we could get a discussion going If you'd give us your name. STATEMENT OF NORMAN E. KLUTTZ, WAKE COUNTY ASCS

EXECUTIVE DIRECTOR, RALEIGH, N.C. Mr. KLUTTz. Norman Kluttz, Wake County. Of course, there are several comments I'd like to make. Basically, I think I will restrict mine to consideration of the tobacco acreage. As far as we're concerned
