SEC. 10. That no recommendation of any person who shall apply for office or place under the provisions of this act which may be given by any Senator or Member of the House of Representatives, except as to the character or residence of the applicant, shall be received or considered by any person concerned in making any examination of appointment under this act.

FOURTH SUBJECT.-Letter-writing.

[N. B. This exercise is designed chiefly to test the competitor's skill in simple English composition, knowledge of the rules of punctuation, and conception of the proper form of a letter. In marking the letter, its errors in form and address, in spelling, capitals, punctuation, syntax, and style, and its adherence to the subject are considered.]

The competitor writes a letter on the subject given by the examiners. The following letter subject was used in Series 20: "A brief account of some of the leading industries of your State."

The competitor must avoid allusion to his political or religious opinions or affiliations. The letter must contain not less than 125 words, must be addressed to the United States Civil-Service Commission, Washington, D. C., and must be dated at the place where the examination is held. The examination number, and not the name of the competitor, must be used for a signature to the letter.

FIFTH SUBJECT.-Elements of the English language-Construction of sentences.

Write the following sentences with such changes only as are necessary to correct errors in syntax and in the use of words:

Question 1. Neither of the great powers of Europe dare to disband their immense armies in view of each other's threatening demonstrations.

Question 2. Either you or he have lain yourselves open to the imputation of descriping more than you saw.

Question 3. The greater part of the fields on the banks of the river are low, and abound in swamps which are almost impossible to cultivate.

Question 4. He who devotes himself quietly to his duties we should regard as more to be depended on than him who is continually promising to do so.

Question 5. You ought to have seen them feeding the animals; there was an elephant, rhinoceros, and hippopotamus, and either one of which can eat more than a horse.

SIXTH SUBJECT.—Arithmetic.

Question 1. Express the following in figures, using such signs, monetary or other, as may be necessary:

(a) Eight million and eight ten-millionths.

(b) Eight million eight hundred and eight ten-billionths.

(c) Seven million nine hundred and seventy-four thousand dollars seventy-five cents and five mills.

The first and second subjects of this examination are similar in character though less difficult than the corresponding subjects of the clerk examination, and the third subject is the same as the second exercise of the third subject of that examination.

This examination can be given only in Washington and at such times as the needs of the service require. It can not be given in connection with other departmental examinations. Those who have applications on file will be notified when an examination is held.
