Cheyenne and Arapaho.-The boarding-school enrollment last year was 266 and the average daily attendance was 217 pupils. We are accordingly requesting an increase of 10 pupils in the allowance for this school to bring the authorized enrollment up to 210.

Cheyenne River. We propose an increase of 50 pupils in the authorized enrollment for this school from 235 pupils to 285. This increase is necessary in order to assist in caring for some of the pupils from the Pierre School that has been proposed to be closed.

Theodore Roosevelt (Fort Apache).—The boarding school enrollment at the Theodore Roosevelt School last year was 225 and the average daily attendance was 191. In view of the fact that this is a very stabie school and it appears that the present enrollment will continue, we are asking for an increase of 40 pupils to bring the authorized enrollment up to 190 pupils.

Jicarilla. - We propose an increase of 25 pupils in the authorized enrollment for this school in order to care for those pupils who are being returned from the Jicarilla Sanatorium.

Chinle (Navajo).— We request an increase of 10 pupils on a boarding basis in view of the fact that the boarding school enrollment for last year was 176 and the average daily attendance was 160. And, also, the closing of the Wingate School will necessitate larger enrollments at various of the Navajo boarding schools.

Crown Point (Navajo).—We request an increase of 10 pupils in this school. The enrollment last year was 337 and the average daily attendance was 311. The closing of the Wingate School will increase the enrollment.

Fort Defiance (Navajo).—We request an increase of 30 pupils in this school for 1943. The enrollment for last year was 332 and the average daily attendance was 304.

Leupp (Navajo).-We request an increase of 45 pupils in this school. The boarding-school enrollment was 314 for 1941 and the average daily attendance was 274. With the increase of 45 pupils, the authorized enrollment would be 255. Two years ago the allowance for this school was drastically reduced because of poor attendance shown. This poor showing was due to several factors which were at the time beyond our control. Conditions have changed in the past 2 years as is reflected by the present enrollment and attendance. Also, the closing of the Wingate School will increase the enrollment.

Tohatchi (Navajo).—An increase of 20 pupils is requested in the boarding enrollment at Tohatchi. The enrollment last year was 146 and the average daily attendance was 120. The closing of the Wingate School will increase the enrollment. Tuba City (Navajo).—An increase of 50 pupils is requested in the boarding enrollment for this school. For several years the attendance has been gradually iucreasing and last year the total enrollment reached a total of 387 and the average

daily attendance was 347. With the increase of 50 pupils requested, the authorized enrollment will be 330 pupils.

Uintah and Ouray.- We request an increase in enrollment of 10 additional pupils in this school. The total enrollment for last year was 140 and the average daily attendance 119.

DECREASES

Toadlena (Navajo).-At this school we propose a reduction of 20 pupils in the authorized enrollment due to the fact that the actual enrollment for the fiscal year 1941 was 184 and the average daily attendance was 166. With the reduction of the 20 pupils, the authorized enrollment will be 170. In this connection it will be noted that we show a reduction of only $1,000. However, 2 years ago the enrollment authorized at Toadlena was reduced from above the 200 mark to 190 pupils. At that time the total enrollment on the basis of 190 was figured at $305 per capita instead of $335 and appropriate correction is proposed in this estimate at this time.

Wingate (Navajo).-Because of urgent defense needs, it is proposed to close the Wingate Boarding School. In order to be able to care for the pupils now in attendance, some small increases are necessary at several of the other Navajo boarding schools and at the Albuquerque Boarding School.

Pine Ridge. We propose a reduction of 50 pupils bringing the authorized boarding enrollment to 350. This is justified on the basis of the enrollment and the average daily attendance for the past year.

2. Nonreservation boarding schools, $2,124,475 (transfer +$2,055,150; Increase, $69,325). Because of the war emergency and the consequent necessity for reducing expenditures in nondefense agencies, it is proposed to close the Euchee, Eufaula, Wheelock, and Pierre Boarding Schools. In order to make this possible, some small increases in other schools are necessary. We also propose the transfer of the nonreservation boarding schools to this item of the appropriation. This transfer is considered essential in order to enable us to meet rising costs in the operation of the schools without corresponding increases in the appropriations therefor. By having the allowances for all schools included in one appropriation item, economies that might be effected in the operation of one or more schools can immediately be made available to cover increased costs, resulting from rising prices, at other schools. Moreover, the transfer will bring under one head all the classes of schools operated by the Indian Service which will enable the appropriations committees of Congress to ascertain readily the amounts appropriated therefor. Not the least of the advantages that will result from the consolidation of the reservation and nonreservation schools is the simplification of the accounting for the appropriations made for their operation.

To show the detail by schools, there follows a tabulation indicating the number of boarding pupils contemplated in each of these schools during 1943, together with the number proposed in the upper grades:

INCREASES

It is believed that by providing for an increase of 50 pupils in the authorized enrollment at the Chilocco and Sequoyah Boarding Schools, 25 at the Jones Boarding School, and 80 at the Wahpeton Boarding School, together with certain other adjustments proposed elsewhere in the budget estimate, the pupils from the Pierre, Euchee, Eufaula, and Wheelock Schools can be adequately cared for. 3. Day pupils in boarding schools, $308,775 (adjustment, $9,350; decrease, $3,750; increase, $8,725).-This amount covers the following:

Cheyenne and Arapaho.-We propose the reduction of 10 pupils on a day basis at the Cheyenne and Arapaho School. Because of the inability to maintain an average daily attendance of day pupils on a satisfactory day basis, we propose a complete elimination of day pupils in this boarding school.

Tohatchi (Navajo). We propose the elimination of 10 pupils on a day basis at the Tohatchi Boarding School. It has been impossible to maintain a satisfactory attendance and we, therefore, recommend complete elimination of day pupils at this boarding school.

Wind River. Because of poor attendance showing, we propose a reduction of 10 pupils.

INCREASES

Cherokee. We propose an addition of 15 pupils on a day basis at the Cherokee Boarding School bringing the total authorized enrollment on a day basis to 240

pupils. The enrollment for the fiscal year 1941 on a day basis was 306 and the average daily attendance was 243. We believe that this attendance will continue. Nenah Nezad (Navajo).—As mentioned below under “Adjustments" $600 is included under "Increases" and represents the difference in amounts allowable under the "Day pupils in boarding schools" basis as compared to the two-roomunit day school.

Pine Ridge.—We propose an increase of 20 pupils in the authorized enrollment at the Pine Ridge Boarding School, raising the authorized enrollment to 210. During the fiscal year 1941 the day-school enrollment at this school was 329 and the average daily attendance was 217.

Tongue River.-We propose the addition of 30 pupils on a day basis at the Tongue River Boarding School, raising the authorized enrollment to 60. During the fiscal year 1941 the enrollment was 78 and the average daily attendance was 68.

ADJUSTMENTS

Whiteriver (Fort Apache).—This represents a transfer from this item to the item "Special consolidated day schools."

Nenah Nezad (Navajo).—This represents a transfer from the item. "day schools” of the two-room-unit type in a total of $6,900. By transfer to this item, there is a $600 increase.

4. Day schools, $1,262,700 (decrease $10,350; adjustment $6,900).This amount is composed of the following:
