General. This appropriation is used for the support and maintenance of day- and boarding-school facilities on Indian reservations, the payment of tuition for Indian pupils in public schools and other educational institutions, school lunches and clothing for school children, school supervision, and other educational purposes. With the reduction in nonreservation boarding schools and the development of educational facilities for Indians close to their own homes, this appropriation now covers the major educational activities in the Indian Service.

There follows a tabulation showing the various items of this estimate, together with a statement of the amounts appropriated in 1940.

1. Boarding schools, $1,975,225 (decrease, $52,025).—To show the detail, by schools, there follows a tabulation indicating the number of boarding pupils contemplated in each of the reservation boarding schools during 1941, together with the number proposed in the upper grades.

Increases-Cheyenne and Arapaho.-We are requesting an increase of 15 pupils to receive the vocational differential. This school is now offering full high-school work, and the enrollment and average daily attendance in this category for last year justifies an allowance for this number of pupils.

Hopi (Oraibi).—Several years ago a new Hopi Reservation High School was erected at Oraibi designed to serve the needs of all pupils of high-school age on the Hopi Reservation with the exception of a limited few desirous of a specific type of training not included in the Hopi program. It was hoped that road development on the Hopi Reservation would make possible the operation of this school primarily on a day basis. This may ultimately prove to be the case for all but the village of Moencopi, way to the west near Tuba City, although at the present time, pending the completion of the new road now under construction between Polacca and Oraibi, it has not proved possible to operate a bus during the winter months.

There have, therefore, been numerous requests from representatives of Moencopi village and the Hopi Tribal Council to provide boarding facilities for a limited number of students at Oraibi. Last year's Public Works Administration program supplied the funds to increase provision for necessary quarters for personnel, which also provide dormitory facilities for 25 pupils on a boarding basis. During the current year we have legitimate request for more than 40 youngsters to occupy space in the dormitory. This, of course, includes children from First Mesa, whom we hope later to take care of on a day basis, so we believe that an authorization of 25 pupils will be adequate. Since these boarding pupils will be entirely of high-school level, we are also requesting a Vocational differential allowance for the full 25.

Uintah and Ouray.-We are requesting an increase of 20 boarding pupils, bringing the total back to 100 again. The attendance record for the past year fully justifies this request. Under the item "Day pupils in boarding schools" it will be noted that we are requesting reduction of 20 pupils on a day basis.

Wind River.-Arrangements have been made whereby the mission schools will confine their educational program to the elementary level and permit the development of senior high-school work in the Federal day school at Fort Washakie. It should also be pointed out that the mission schools are changing from a boarding to a day basis. This means that some boarding facilities will be necessary at Fort Washakie for a few of the senior high school students. At the present time we can care for 10 such pupils, but at a later date provision should be made for possibly 40 on a boarding basis. We are requesting at this time, however, funds for 10 boarding-school pupils and the vocational differential for these same pupils.

DECREASES

Blackfect. We are proposing a decrease of 25 pupils in the authorized enrollment for the Blackfeet Boarding School. Until additional facil ties can be provided, 125 represents the greatest number that can be handled under present circumstances. We also propose a reduction of 20 pupils for whom the vocational differential has been allowed.

Fort Apache (Theodore Roosevelt).--We propose a reduction of 90 boarding pupils at the Theodore Roosevelt School and an increase of 75 for whom vocational differential should be provided. With the completion of the trachoma program at Fort Apache we are now in a position to utilize Theodore Roosevelt as a vocational agricultural high school.

Fort Apache (Whiteriver).—We are recommending the complete elimination of the Whiteriver Boarding School. Considerable study has been made of the situation on the Fort Apache Reservation during the past few years, and plans have been completed whereby the Theodore Roosevelt School will be developed as a senior vocational high school upon the completion of the trachoma program and the Whiteriver School will be operated as an elementary day school. Appropriate recommendations are made under the items "Day pupils in boarding schools" and "Special consolidated day schools."

Navajo (Leupp).-We propose a reduction of 25 pupils due to a decrease in average attendance.

Fort Apache (Theodore Roosevelt).—As mentioned under the item “Boarding schools," a complete rearrangement of the educational program is proposed now that the trachoma work has been completed. We are asking for an allowance of 200 pupils on a day basis, 100 of whom will be in grades above the sixth. This change in the educational program in the Theodore Roosevelt and White River schools represents a net decrease in appropriation in the amount of $35,825.

Fort Totten. For a number of years we have been operating a preventorium at Fort Totten and the local mission school has been caring for a number of children on a boarding basis under contract with us. In cooperation with the mission authorities we propose a reorganization of the educational program at this jurisdiction whereby the mission authorities will operate the preventorium and the Federal school will care for the other children. It is also proposed to reduce the Crow Hill Day School from a two-room school to a one-room school and bring the additional pupils in to the central school. This will permit the development of a suitable high school on that reservation for 100 pupils on a boarding basis and 100 pupils on a day basis, 50 of the pupils on a day basis to be in grades above the sixth.

Hopi.-This merely represents a transfer from the item "Special consolidated schools" to this item in view of the fact that we are proposing 25 pupils on a boarding school basis and does not represent any increase in net amount.

Wind River. This merely represents a transfer from the item "Special consolidated day schools" to this item in view of the fact that we have requested an allowance for a few boarding pupils. No increase in this amount is involved.

DECREASES

Fort Apache (Whiteriver).—We are recommending a reduction of 55 pupils, 50 of whom were allowed the vocational differential. The justification shown above under Theodore Roosevelt applies.
