PROPOSED CHANGES TO SECTION 1 OF ARTICLE 25, PAGE 51.

By Local Unions Nos. 32 and 74:

After the word "Convention" in the last line insert the words and all amendments submitted shall be taken up and acted upon the second day of the Convention in open session, and no other business shall be transacted until said amendments shall have been finally disposed of. Rejected.

By Local Union No. 81:

After the letter "U" in the fourth line insert the words except, however, any alterations or amendments having for their object the changing of the salaries of its officers which must be submitted to the trade for their approval. Rejected. By Local Union No. 113:

Strike out Section 1 of Article 25 and insert the following:

Sec. 1. Locals shall have the privilege to propose amendments to the National Constitution, same to be submitted in the Circular for second. If after thirty days from the issuance of the Circular, the proposed amendment has been seconded by a number of Locals aggregating five hundred votes, said amendment shall be submitted to the trade for adoption or rejection. Rejected.

By Secretary-Treasurer Clarke:

Strike out the words "an annual" in the third line of section 1 of article 25 (page 51) and insert the words "each triennal," and strike out the word "annual" and insert the words "the triennial" in the seventh line and strike out the words "by the first of May" where they appear in the sixth line and insert the words "during the month of April" which will change the law to read:

Section 1. No alterations or amendments shall be made to this Constitution except at each triennial (third year) Convention of the A. F. G. W. U. Notice of the intended alterations or amendments must be sent in writing to the National Secretary during the month of April of the year of the triennial Convention, and each Local Union sending proposed amendments shall state clearly what article or section they propose to amend and how the article or section will read in case their proposed amendments are adopted. And there shall not be any alterations or amendments acted

upon which have not been sent to the Secretary by the first of May previous to the assembling of Convention.

Your committee recommends the rejection of this proposition, and substitutes therefor that the words "during the months of March and April" be inserted after the word "Secretary" in the sixth line in the place of the words "by the first of May" of our present Section 1 of Article 25.

PROPOSED CHANGE TO SECTION 1 OF ARTICLE 26, PAGE 52.

By Secretary-Treasurer Clarke:

Strike out the word "office" in the first line and insert Vice-President. Adopted.

PROPOSED CHANGE TO SECTION 1 OF ARTICLE 27, PAGE 52.

By Local Union No. 26:

Strike out the present section and insert on and after July 31, 1915, transportation will be furnished any member in good standing having a job to go to. Rejected.

LOCAL CONSTITUTION

PROPOSED CHANGE TO SECTION 1 OF ARTICLE 2, PAGE 54.

By Local Union No. 14:

Strike out present section and insert Any person who has worked in or about the factory or is in any way employed in finishing our products in any necessary capacity, and who is not under the age of 16 years, may become a member of this Union, provided said person be of sober and industrious habits. Rejected.

PROPOSED CHANGE TO SECTION 4 OF ARTICLE 4, PAGE 57.

By Secretary-Treasurer Clarke:

After the word "Office" in the seventh line insert the words as well as that part of the Quarterly Report dealing with the finances of the Local Union the first meeting after it is received-each three months. Adopted.

PROPOSED ADDITION TO SECTION 2 OF ARTICLE 5, PAGE 61.

By Local Union No. 30:

After the words "September" in the fourth line add the words except unbonded officers who shall be elected semiannually. Rejected.

PROPOSED CHANGE TO SECTION 2 OF ARTICLE 10, PAGE 65.

By Secretary-Treasurer Clarke:

Add to Section 2 the words The Auditing Committee shall meet as soon after the receipt of the Quarterly Report from the National Secretary as possible, and they shall compare the accounts of the Local Officers with the figures appearing in the Quarterly Report and in their report to the Local Union state whether or not the figures agree. Adopted.

PROPOSED NEW SECTION (8) OF ARTICLE 10,
PAGE 66.

By Local Union No. 30:

A finance committee of .. shall be appointed by the president of the Local Union at the beginning of his term of office. The duties of this committee shall be to O. K. all bills presented to the Local Union for payment. Adopted.

PROPOSED CHANGE TO SECTION 1 OF ARTICLE 14, PAGE 72.

By Local Unions No. 32 and 91:

Strike out the words "this Union" in the fourth line and insert unionism. Rejected.

President's Report.

After reviewing the situation with reference to making blanks for cutting, as dwelt on by the President in his report appearing on pages 59 to 86, we concur in the views expressed and advise that they be agreed to as the expressions of this Convention.

Abolish the Custom.

We concur in the action of the Committee on Officers' Reports with reference to the distribution of circulars.

Clear Executive Laws.

We agree with the expressions of the President and recommend that the Convention approve of the suggestions offered.

One From the East.

We advise that this Convention adopt the suggestion that appears under this heading.

Define the Elections.

We heartily concur with the views of our President and advise that the changes suggested be agreed to.

Shade and Globe Department Executives.

Your Law Committee concurred in the recommendation of the National President as amended by the Shade and Globe Committee.

Define the Law.

We agree with the construction that our President places on the laws in question and recommend that the same be approved.

Secretary's Report.

We carefully considered the expressions of our National Secretary-Treasurer on the various subjects referred to this Committee with the following results:

Expert Accountants.

We concur in the views of the Secretary which were embodied in an amendment presented by Local Union No. 74, which met with our approval.

Car Fare Collections.

This subject was disposed of when we rejected the amendment presented by Local Union No. 26, consequently further reference is unnecessary, except to relate that we approve of the attitude assumed by our Secretary.

Financial Secretary and Treasurer.

We acted on the suggestion of Secretary Clarke as appears on page 114 of his report with reference to combining the offices of Financial Secretary and Treasurer and we advise that the suggestion be adopted and our local unions arrange to conform thereto.

Proposition of Local Union No. 137.

We recommend that our National Officers take under advisement the proposition submitted by Local Union No. 137 to the Rochester Convention having for its object the establishing of our own headquarters. We suggest that a report be made to the next convention.
