I__Designation of General Hospital No. 24 as a military camp rescinded.-Section II, Bulletin No. 58, War Department, 1918, designating United States Army General Hospital No. 24, located at Park View Station, near Pittsburgh, Pa., as a military camp within the meaning of Bulletin No. 35, War Department, 1918, is rescinded.

II__Historical data.-Officers or other persons who have served in or with the Army during the war with Germany and who are in possession of historical information of value which may assist in causing a complete and truthful history of the war to be produced are authorized and invited to communicate such information directly by mail or otherwise to the Chief, Historical Branch, Army War College, Washington, D. C. Material of the nature herein specified will be considered as having been furnished to the War Department unconditionally, to keep and to use or not, as it desires, unless its contribution is accompanied by a request that it be returned.

III__Additional allowance of clothing for cooks.-1. In order to provide sufficient washable clothing to enable cooks to maintain proper cleanliness of person while engaged in preparing and handling food the following clothing, in addition to the present allowance, is authorized for each cook:

Coats, denim, 2.

Trousers, denim, 2.
Aprons, white, 4.
Caps, white, 4.

The following instructions, previously published in certain War Department numbered circulars for the month of February, 1919, are published for the information and guidance of all concerned:

I__Preparation of property and equipment to be turned in as organizations are demobilized.—All property to be returned to the camp supply officer in connection with the discharge of troops and the abandonment of camps will be prepared as follows:

1. All clothing, blankets, and articles of a like nature will be uniformly folded and bundled in such a manner that accurate count may be made without untying. All property that has not been worn or used will be bundled separately. Each bundle will bear a tag plainly marked, showing quantity included therein. 2. All shoes, boots, and leggins will be cleaned, mated, and tied in pairs.

3. All oil stoves, lamps, and lanterns will be emptied, thoroughly cleaned, and dried. Wood or coal burning stoves must have ashes removed.

4. Harness will be cleaned, oiled, and bundled in complete sets. Any bundles not containing a complete set must be so marked.

5. All cots, stoves, field desks, chairs, and articles of a like nature, if broken or torn, will bear a tag so marked as to indicate the nature and extent of the damage.

II_Rations for convalescent enlisted men. The ration of convalescent enlisted men received at convalescent centers for observation and treatment will hereafter be computed as for hospitals under the provisions of paragraph 1212, Army Regulations, as changed.

III Return of State property in possession of units.-When units having State property in their possession are demobilized, such property will be packed and shipped at Government expense to the place or places designated by the adjutant general of the State to which the property belongs. The places designated may be the home town of the unit, the armory of a National Guard unit, or a State arsenal or other storehouse designated by the adjutant general of the State.

When a unit having such property in its possession is to be demobilized, the officer whose duty it is to ship the property will communicate by telegraph with the adjutant general of the appropriate State.

No Federal property lent to States will be shipped to States under this authority.

IV__Payment of bills of demobilized units.-Hereafter, units designated for demobilization are prohibited from making purchases from private concerns or individuals except on a strictly cash basis.

The commanding officer at each demobilization center will appoint an officer to examine into, collect evidence, and make recommendation upon claims presented by private concerns or individuals against units which have been demobilized. This officer will forward the evidence with his recommendation to the zone finance officer, War Department, Washington, D. C., who will review these claims, and, if found to be just, pay them from the funds arising from the operation of Circular No. 143, War Department, 1918, as amended by Circular No. 29, War Department, 1919.

V__Shipment of household goods for officers on discharge.— When an officer who is entitled to have his household goods shipped at Government expense upon discharge from the Army makes application to have his authorized allowance of household goods shipped to a point other than the place where he resided at the time of entry into the military service, the shipping quartermaster is authorized to ship these goods at Government expense to any point not farther than the number of miles for which he is allowed travel allowance. His allowance of household goods may be shipped at Government expense, irrespective of where the goods were acquired.
