The proceeds of sales shall be deposited to the credit of that appropriation out of which was paid the cost to the Government of the property thus sold, and the same shall immediately become available for the purposes named in the original appropriation. 3. These regulations supersede all previous regulations, authorizations, or instructions, either special or general, heretofore issued on this subject. 4. Establishment of units of Reserve Officers' Training Corps at educational institutions.-By direction of the President and pursuant to the authority vested in him by the provisions of section 42 of the act of Congress approved June 3, 1916, and in response to the application of the following-named educational institutions, the authorities of which have agreed to establish and maintain a two years' compulsory course of military training as a minimum for its physically fit male students, which course when entered upon by any student shall, as regards such student, be prerequisite for graduation, to allot a minimum of an average of three hours per week per academic year to military training and instruction during the first two academic years and to arrange for five hours per week during the remainder of such student's course, and to use their endeavors to promote and further the objects for which the training corps is organized, there is hereby established in the following institutions Infantry units of the divisions indicated of the Reserve Officers' Training Corps: Alabama Spring Hill College, Spring Hill, Senior Division.
