The following instructions previously published in War Department numbered circulars for the month of October, 1919, are published for the information and guidance of all concerned:

I__Consolidation of duties of various operating services at posts, camps, and stations (Cir. No. 453, W. D., 1919).—1. Due to the larger reduction in commissioned personnel which must be effected by November 1, 1919, commanding officers of posts, camps, and stations will in some cases find that on account of the discharge and transfer of staff officers of the various operating services the duties of two or more of the offices of supply, transportation, finance, motor transportation, ordnance, and signal corps must be consolidated and placed under one officer, who, in some instances, may be a line officer detailed by the commanding officer of the post, camp, or station, under the act of Congress approved March 2, 1913 (Bul. No. 7, W. D., 1913).

2. Where it becomes necessary to assign any two or all of these duties to one officer, such duties will be performed as at present, with separate offices of record and operations for each. The officer so assigned will be officially addressed as the Supply Officer, Finance Officer, Transportation Officer, Motor Transport Officer, Ordnance Officer, and Signal Officer of the post, camp, or station. He will also report in his various capacities directly to the chief of the respective staff corps or department on those matters which officers of such staff corps or department are now required or authorized to report on direct. 3. In order to effect these consolidations, commanding officers are authorized to assign any of these duties to any staff officer of the activities named above who may be left on duty at their 150339°-19

respective stations, when in their judgment the duties so assigned can be efficiently performed. When necessary, commanding officers will make use of officers on duty as regimental and battalion staff officers for carrying out these activities at their stations.

4. When at least three officers of staff corps or departments have been assigned to duty at a post, camp, or station for these activities, the duties of supply and finance will be assigned to the first, the duties of transportation and motor transportation to the second, and the duties of signal corps and ordnance to the third. Where a post, camp, or station commander finds it necessary to assign any of these duties, in addition to those pertaining to his normal assignment, to an officer of a staff corps or department, the fact, together with reasons for his action, will be reported direct to the chiefs of staff corps or departments concerned.

5. The necessary enlisted personnel for carrying out the duties of each department will be furnished by the department concerned.

II__Classification of Regular Army officers according to efficiency (Cir. No. 488, W. D., 1919).—1. Under instructions from the Secretary of War, boards of officers of high rank have recently been convened in Washington, D. C., for the purpose of classifying all officers of the Regular Army according to their efficiency. The boards have considered all available records of all officers from their entry into the service to the present date. Officers below the grade of colonel in the permanent establishment have been classified as follows:

Class I.-Those officers whose records warrant their advancement over seniors in the same grade.

Class II.-Those officers whose records show that they should be selected for promotion to the next higher grades when they become the seniors in their respective grades.

Class III.-Those officers whose records do not warrant their promotion to the next higher grades.

2. This classification has no reference to promotion to the several grades in the permanent establishment under existing laws. Its present application is confined to temporary promotion.

3. Classification boards will be convened from time to time to consider new matter and change the classification of officers as warranted by their records.

4. All officers below the permanent grade of colonel placed in Class III will be notified confidentially.
