The following instructions, previously published in certain War Department numbered circulars for the month of June, 1919, are published for the information and guidance of all concerned:

I__Company fund of organizations whose personnel was transferred (Cir. No. 301, W. D., 1919).—1. Organizations whose entire personnel was transferred prior to the receipt of Circular No. 107, War Department, 1918, to another organization will be considered as withdrawing from any exchange of which they were members as of the date of the order directing the transfer; the value of the shares will be determined as of that date and paid into the company fund of the withdrawing organizations.

2. The company fund of any organization such as described in paragraph 1, including the amount received on account of withdrawing from any exchange, will be used in settling all liabilities of the organization existing at the date of transfer.

II__Shipment of personal effects (Cir. No. 304, W. D., 1919).1. The War Department is receiving many requests for shipment of personal effects which do not contain information justifying shipment or data necessary for bills of lading.

2. In order to prevent unnecessary delay in making shipments, the following data will be incorporated in each request for shipment of personal effects:

a. The applicant's military status.

b. The circumstances under which the personal effects were placed at the point from which it is desired to have them shipped; whether or not the effects were shipped thereto at public expense, and if so, the authority therefor.

c. A copy of travel order covering assignment to new station. d. Any additional information which may have a bearing on the shipment to be made.

3. The above instructions do not alter present regulations requiring two copies of Q. M. C. Form No. 468 to accompany each request for shipment.

Act of Congress-Army appropriations.-The following act of Congress making appropriations for the support of the Army for the fiscal year ending June thirtieth, nineteen hundred and twenty, is published to the Army for the information and guidance of all concerned. For convenience it is printed herein in two parts-Part I, Appropriations; and Part II, General Legislation.

PART I.-APPROPRIATIONS.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums be, and they are hereby, appropriated, out of any money in the Treasury not otherwise appropriated, for the support of the Army for the year ending June 30, 1920:

CONTINGENCIES OF THE ARMY: For all contingent expenses of the Army not otherwise provided for and embracing all branches of the military service, including the Office of the Chief of Staff; for all emergencies and extraordinary expenses, including the employment of translators and exclusive.of all other personal services in the War Department or any of its subordinate bureaus or offices at Washington, District of Columbia, or in the Army at large but impossible to be anticipated or classified; to be expended on the approval and authority of the Secretary of War, and for such purposes as he may deem proper, including the payment of a per diem allowance not to exceed $4 in lieu of subsistence, to employees of the War Department traveling on official business outside of the District of Columbia and away from their designated posts, $1,000,000: Provided, That the restrictions herein above recited concerning personal services and the amount allowable for per diem allowance shall not apply to so much of the funds herein appropriated as may be required to carry out the purpose of existing laws relating to the sale of war supplies: Provided further, That none of the funds appropriated or made available under this act shall be used for the payment of any salary in excess of $12,000 per annum to any civilian employee in the War Department: Provided further, That in addition to the delivery of the property heretofore authorized to be delivered to the Public Health Service, the Department of Agriculture, and the Post Office Department of the Government, the Secretary of War be, and he is hereby, authorized to sell any surplus supplies, including 130340°-19-1

motor trucks and automobiles, now owned by and in the possession of the Government for the use of the War Department to any State or municipal subdivision thereof, or to any corporation or individual upon such terms as may be deemed best.

OFFICE OF THE CHIEF OF staff.

ARMY WAR COLLEGE: For expenses of the Army War College, being for the purchase of the necessary stationery; typewriters, and exchange of same; office, toilet, and desk furniture; textbooks; books of reference; scientific and professional papers and periodicals; printing and binding; maps; police utensils; employment of temporary, technical, or special services; and for all other absolutely necessary expenses, including $25 per month additional to regular compensation to chief clerk of division for superintendence of the War College Building, $9,000.

GENERAL STAFF CORPS.

MILITARY INTELLIGENCE DIVISION, CONTINGENCIES: For contingent expenses of the Military Intelligence Division, General Staff Corps, including the purchase of law books, professional books of reference; subscription to newspapers and periodicals; drafting and messenger service; and of the military attachés at the United States embassies and legations abroad; the cost of special instruction at home and abroad, and in maintenance of students and attachés; and for such other purposes as the Secretary of War may deem proper; to be expended under the direction of the Secretary of War, $400,000.

MILITARY OBSERVERS ABROAD: For the actual and necessary expenses of officers of the Army on duty abroad for the purpose of observing operations of armies of foreign States at war, to be paid upon certificates of the Secretary of War that the expenditures were necessary for obtaining military information, $25,000. UNITED STATES SERVICE SCHOOLS: To provide means for the theoretical and practical instruction at the Army service schools (including the Army Staff College, the Army School of the Line, the Army Field Engineer School, the Army Field Service School and Correspondence School for Medical Officers, and the Army Signal School) at Fort Leavenworth, Kansas; the Mounted Service School at Fort Riley, Kansas; and the School of Fire for Field Artillery and for the Infantry School of Arms at Fort Sill, Oklahoma, by the purchase of textbooks, books of reference, scientific and professional papers, the purchase of modern instruments and material for theoretical and practical instruction, employment of temporary, technical, or special services, and for all other absolutely necessary expenses, to be allotted in such proportion as may, in the opinion of the Secretary of War, be for the best interests of the military service. Not exceeding $300 per month may be used for the payment of $100 per month to a translator at the Army Service Schools, Fort Leavenworth, Kansas, $100 per month to a translator at the School of Fire for
