FINDINGS.

The board finds as a result of the tests that the pistol ball cartridges, caliber .45, model of 1911, manufactured at Frankford Arsenal, Philadelphia, Pa., and specially selected for the national matches, gave the following accuracy:

The board is of the opinion that this ammunition is suitable for the purpose for which selected and recommends that it be issued for use in the national pistol match.

The board finds as a result of the tests that the ball cartridges, caliber .30, model of 1906, manufactured at Frankford Arsenal, Philadelphia, Pa., specially for the national matches, gave the following accuracy:

The board is of the opinion that this ammunition is suitable for the purpose for which manufactured and recommends that it be issued for use in the national individual match and the national team match.

The board finds that as a result of the tests of the ball cartridges, caliber .30, model of 1906, equally in United States rifles, caliber .30, model of 1906, manufactured at Springfield Armory and Rock Island Arsenal, that the 10 rifles of each of these makes tested show comparative accuracy as follows:

Based upon the vertical error, these tests show at all ranges a very slight superiority in favor of rifles manufactured at Rock Island Arsenal. Based upon the mean radius, a slight superiority in rifles manufactured at Springfield Armory is shown. The board is of the opinion that no clean superiority of one make over the other is established in these tests, and recommends that both makes of rifles be issued and used in the national matches. This finding is made at the request of the chief, small arms division, Ordnance Department.

The board is of the opinion that the measure of a group of shots, known as the mean radius, is not satisfactory in determining and comparing the accuracy of ammunition at mid and long ranges. The mean radius truthfully represents the accuracy of rifle and
